About this opportunity
The National Institutes of Health, National Cancer Institute is issuing a sole-source Request for Quotation for follow-on software support and maintenance of the Digital Slide Archive (DSA) system integrated into NCI's digital pathology platform, with quotations due by 10:00 AM ET on May 20, 2026. This is a firm fixed-price commercial item acquisition under FAR Part 12 and FAR 6.302 sole-source authority, restricted to Emory University as the original developer of the DSA software funded by NCI.
The scope includes optimization of existing de-identification workflows, addition of capabilities to support new file types, weekly progress meetings, business-hours availability for critical issue resolution, server instance updates and patch management, and guidance on system upgrades and backups. The DSA system processes whole slide image datasets containing over 500,000 file objects, enabling batch de-identification of slides that include personally identifiable information. Work is performed in Bethesda, Maryland, with remote work permitted at NCI's discretion. The base period runs from May 28, 2026 through May 27, 2027, with two option years extending through May 27, 2029. NAICS codes are 541715 or 541519 (business size standard $34.0 million); PSC is 7A20. Quotations must be submitted by email to Mohamed Filali (Moe.filali@nih.gov) with SAM registration, DUNS number, TIN, business size certification, and completed FAR Clause 52.212-3 representations.
Notice text
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT), Office of the CIO (OCIO) maintains a digital image management and analysis platform based on the Indica HALO software. NCI HALO supports researchers, external collaborators, and relevant NCI staff with the tools, collaborative workspaces, security protocols, and data and image management capabilities needed to manage, process and analyze a diversity of image types. Frequently, Investigators need to bring in large slide image collections from outside collaborators, many of which contain PII. In 2023, extensive market research was conducted to identify an approach for bulk di-identification that could be seamlessly integrated into the NCI HALO environment. It was determined that the open source Digital Slide Archive software (DSA), developed by Emory University with funding from NCI, could be adapted to provide bulk de-identification capabilities. A contract was established with Emory to develop custom de-identification workflows and integrate the customized software into NCI’s HALO environment. Going forward, additional support is needed to optimize existing workflows, add capabilities to support new file types, and maintain the integration of DSA in the NCI HALO environment.
