This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation number is ID07190044. The solicitation is issued as a Request for Proposal (RFP) in accordance with FAR Parts 12 and 15.
This is a non-personal, commercial services requirement being competed on an unrestricted basis. The applicable North American Industry Classification System (NAICS) Code is 238290, Other Building Equipment Contractors and the small business size standard is $15,000,000.00.
The General Services Administration (GSA), Federal Acquisition Services - Region 7, intends to issue a solicitation for a contract to provide dynamometer installation services to support the 309 Equipment Maintenance Group (EMXG) located at Hill Air Force Base, Utah.
As a primary overhaul activity for USAF and Foreign Military Sales (FMS) electronic assemblies, the 309 Equipment Maintenance Group (EMXG) is responsible for ensuring that faulty prime mission equipment is returned to a fully functional condition suitable for use in support of military flight operations in a timely and professional manner to preclude mission impacts for weapon system users. As a result, the 309 EMXG requires access to product support integration personnel that are fully knowledgeable of USAF Depot technical and operational requirements to ensure that all program elements are completed in the most cost effective and timely manner possible.
The scope of this effort includes procurement and installation of dynamometer test cells for the 309 EMXG Depot at Hill AFB, Utah, specifically, installation and operational setup of the new dynamometer test cells in building 843, Bay K. The Contractor shall also ensure compliance with all applicable Environmental Protection Agency (EPA) regulations.
All interested offerors will be required to submit their quote via GSA's IT Solution Shop (ITSS) web-based order processing system. Quotes will only be received and awarded via ITSS. To receive the RFP and submit a quote for consideration for award, all interested offerors must: send GSA an email identifying (1) offeror's name, and (2) the name of an individual employee who will act as the offeror's GSA point of contact (POC) for this requirement that is "registered in IT Solution Shop (ITSS)".OFFERORS MUST IDENTIFY THE COMPANY NAME OF THE OFFEROR AND THE POC'S NAME EXACTLY AS IT APPEARS IN ITSS. "Registered in ITSS" or "Registration in ITSS" means a vendor is successfully registered in ITSS such that the Government can select offeror's designated POC in ITSS to receive the RFQ, view an order, and be able to submit a quote. Some offerors have multiple company divisions and employees registered in ITSS making it difficult for GSA selection. Therefore, to ensure that all interested offerors have successfully registered in ITSS and are able to submit their proposal, submission of the above ITSS offeror information (offeror's name and POC) is required five (5) business days prior to RFP closing date. An email must be sent to kervin.dupart@gsa.gov.
