Dear Industry Partners, the U.S. Department of Homeland Security (DHS), Office of the Chief Procurement Officer (OCPO), in support of the Office of the Chief Financial Officer (OCFO), provides the attached FINAL solicitation for the DHS Enterprise Financial Management Software (EFiMS) requirement.
The attached FINAL solicitation, which is issued under Federal Acquisition Regulation (FAR) part 12, incorporates many of the comments received from industry on previous draft documents and during the Industry Day. The solicitation number is 70RTAC20R00000001.

ENTERPRISE FINANCIAL MANAGEMENT SOFTWARE (EFiMS)


Dear Industry Partners, the Department of Homeland Security (DHS), Office of the Chief Procurement Officer (OCPO), on behalf of the Office of the Chief Financial Officer (OCFO), provides the following information regarding the DHS Enterprise Financial Management Software (EFiMS) procurement.

Through this announcement the Department is publishing the FINAL DRAFT EFiMS Solicitation (attached) and the following notional procurement timeline below for Industry review and planning purposes:

• Solicitation Release: October 30, 2019
• Questions Due: November 6, 2019
• Quotations Due: November 21, 2019
• Award: February 28, 2020

The Department does not envision significant changes in the final solicitation release. The Department asks Industry to hold any additional comments or questions on this FINAL DRAFT, until after the solicitation is released. We will not provide responses to additional questions, comments or inquiries in advance of the release of the solicitation on or about October 30, 2019.
As a result of industry feedback and questions related to Organizational Conflict of Interest (OCI) language present in previously released draft EFiMS solicitations, DHS has removed Homeland Security Acquisition Regulation (HSAR) 3052.209-72 Organizational Conflict of Interest (Jun 2006) provision and HSAR clause 3052.209-73 Limitation of Future Contracting (Jun 2006) from the EFiMS indefinite-delivery indefinite quantity (IDIQ) solicitation. Any Organizational Conflict of Interest and Limitations on Future Contracting issues may be identified at the IDIQ task order level, if applicable.
Companies may submit proposals, compete, and be the successful awardee under both the EFiMS IDIQ and EFSI BPA solicitations as either a prime or subcontractor.

READING ROOM


In preparation for the EFiMS and EFSI solicitation releases, "For Official Use Only" (FOUO) documents and other relevant documents are being placed into EFiMS and EFSI Reading Rooms to provide industry an opportunity to review the documentation prior to the closing date of each solicitation. Due to the sensitive nature of some of the documentation being provided, vendors requesting access to the Reading Rooms will be required to complete DHS Non-Disclosure Forms.
Note: The documentation in both EFiMS and EFSI reading rooms are the same.

The following rules apply to the EFiMS & EFSI Reading Rooms:

Appointments will be made in 60-minute increments.

Access to the Reading Rooms is strictly limited to vendors who have submitted registration requests not less than 48-hours in advance of their desired reservation time, and have received written appointment confirmation via email from the Office of Procurement Operations prior to their requested reservation time.

EFSI Reading Room reservation requests must be sent via email only to EFSI-SI@hq.dhs.gov.

EFiMS Reading Room reservation requests must be sent via email only to EFiMS-SW@hq.dhs.gov.


No telephone reservation requests will be accepted, and no response to voice mail will be provided.

Reservations will be confirmed on a first-come, first-served basis.

The number of vendor representatives permitted access to the Reading Rooms is limited to not more than four (4) company representatives.

Due to the sensitive nature of some of the documentation, Vendors requesting appointments to the Reading Rooms must complete, sign, and submit DHS Non-Disclosure Forms with their reservation request.

Upon arrival at the building location, vendors must be prepared to show a Government-issued identification such as a Driver's License and a company-issued identification (i.e, company badge).

Dear Industry Partners,

The DHS Headquarters Office of the Chief Procurement Officer (OCPO) and Office of the Chief Financial Officer (OCFO) are hosting the DHS Enterprise Financial Management Software (EFiMS) and Enterprise Financial System Integrator (EFSI) joint Industry Day in Washington, DC, on Wednesday, July 31, 2019. EFSI, which will be solicited and procured separately, is the companion procurement to EFiMS. The purpose of the joint Industry Day is to follow up on the previously issued Requests for Information (RFI) concerning both requirements. In addition Industry Day will be an opportunity for the Department to share its vision of the EFiMS and EFSI requirements and for industry to provide valuable input.

Each company is limited to two representatives. Space is limited.

The Government will provide an opportunity for vendors to meet with DHS representatives in One-on-One Sessions in the days immediately following the Industry Day. Companies interested in participating in a One-on-One session that are located outside of the Washington D.C. metropolitan area will be given priority registration for One-on-One sessions on the first available date immediately following the Industry Day to limit travel costs. The specific date/time of One-on-One sessions for individual companies will be confirmed prior to July 31st. Please be advised that One-on-One session slots are limited and will be assigned on a first come first serve basis.

When registering to attend the Industry Day through the link provided above, companies will have an opportunity to indicate whether would like to attend a One-on-One session. The sessions will be limited to fifteen (15) minutes per vendor.

Dear Industry Partners, the Department of Homeland Security (DHS), Office of the Chief Procurement Officer (OCPO), on behalf of the Office of the Chief Financial Officer (OCFO), provides the following information regarding the DHS Enterprise Financial Management System (EFiMS) requirement.

DHS received significant industry response to the December 2018 FBO announcement of the EFiMS procurement. As a result of industry's feedback, DHS provides the attached revised draft Statement of Work, which incorporates many of the comments and questions received from industry. DHS is also publishing responses to targeted questions received on the draft EFiMS documents posted with the December 2018 FBO notice. The targeted questions/answers and the revised statement of work are provided to make sure industry has the latest status on the EFiMS requirement. Please be advised that the information in the final solicitation will represent, as appropriate, feedback received from industry on the draft EFiMS documents. NOTE: The final solicitation will take precedence over information in this notice and the December 2018 notice.

Industry Day: DHS intends to host a joint Industry Day to provide additional information and obtain direct Industry feedback on the EFiMS requirement, as well as to provide information on an upcoming companion solicitation for Enterprise Financial System Integration (EFSI) support services. A separate EFSI notice, including draft documentation will be posted during the week of July 8, 2019, for industry review and comment. For planning purposes, the joint EFiMS/EFSI Industry Day is tentatively planned for the late July timeframe.

DHS OCPO and OCFO appreciate industry's interest and feedback received to date regarding the EFiMS procurement, and we look forward to engaging you directly at Industry Day.

Dear Industry Partners, this courtesy notice is issued to provide an updated status on the Request for Information (RFI). The U.S. Department of Homeland Security (DHS) thanks industry for the valuable feedback on the RFI.

DHS continues to review the requirements based upon comments from industry on the RFI. DHS intends to post continuous updates on the status of the requirements and the responses to vendor questions via the Federal Business Opportunities (FBO) website. In addition, information concerning an Industry Day, including registration instructions, will be provided at a later date.

Industry partners, in March 2018, the U.S. Department of Homeland Security (DHS) issued an initial Request for Information (RFI) for Financial Procurement and Asset Management Systems (FPAMS) for market research purposes. The name of this procurement has since changed from Financial Procurement and Asset Management Systems (FPAMS) to Enterprise Financial Management System (EFiMS). Under EFiMS, DHS is seeking an integrated financial, procurement, and asset management commercial off the shelf (COTS) software solution. DHS defines solution as a set of software products that provide a fully automated and integrated or interfaced financial management system including all products required for the successful installation, configuration, management, operation and support of the system regardless of pricing strategy or approach.

DHS is very interested in obtaining additional information and ideas from industry concerning the EFiMS. We welcome companies that are new to doing business with the Government, traditional Government contractors or a combination of to participate in this information exchange.

We have attached the following Draft EFiMS documents to this notice that we would greatly appreciate feedback on: A) Statement of Work, B) Evaluation Factors, and C) Pricing Structure. Your initial feedback is important to DHS' success and we need industry's partnership to deliver exceptional results from the EFiMS procurement to the Department. This notice represents the first of several planned engagements with industry for the EFiMS requirement.

In addition, DHS is planning to host an industry day early in calendar year 2019 (January/February timeframe). The Industry Day will be a great opportunity for industry partners to network with potential primes and subcontractors interested in EFiMS. Please watch for additional public notices concerning industry outreach events for EFiMS.

A. REQUEST FOR INFORMATION (RFI) OBJECTIVES
The DHS Office of the Chief Procurement Officer (OCPO) in the support of the Office of the Chief Financial Officer (OCFO) is seeking to establish an enterprise-wide contract vehicle to provide DHS Headquarters and its Components with an integrated financial, procurement, and asset management commercial off the shelf (COTS) software solution. This acquisition will be conducted under the auspices of the DHS Procurement Innovation Lab (PIL). The PIL is a virtual lab that experiments with innovative techniques for increasing efficiencies in the procurement process and institutionalizing best practices. After an award(s), the PIL project team may reach out to successful and unsuccessful offerors to assess effectiveness of the procurement process and the innovative techniques applied. B. REQUESTED INFORMATION
The government prefers responses not to exceed twenty (20) pages. All responses are due by January 16, 2019, and must be emailed to: EFiMS@hq.dhs.gov. The government may hold one-on-one sessions as a result of responses received from this RFI as part of its market research. Sessions will be held with vendors who provide comprehensive responses.

Please note that DHS may publish answers to questions and comments received in response to the RFI. Note: The questions and comments published will not identify the source. Any proprietary information should be clearly labeled as "Proprietary." To the full extent that it is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a respondent as "Proprietary" will be appropriately controlled. In addition, submissions may be reviewed by the Government and support contractors bound by appropriate non-disclosure agreements.
