About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is preparing to solicit a call recording extraction service as a total small business set-aside under NASA SEWP V, with a response deadline of September 3, 2026. The VA must extract, decrypt, and standardize hundreds of millions of legacy call recordings currently stored across Calabrio One, Avaya, and Verint platforms into an open format, consolidate them into a single NARA-compliant archive with variable retention policies by call type (crisis, benefits, healthcare), and enable decommissioning of legacy systems upon contact center migration completion.
The base year includes four line items: Continuity Replay cloud deployment package, remote professional services installation with project management and instructor-led training, audio file format conversion and transcoding from proprietary formats, and customer-provided compliant storage. Optional CLINs cover 10 million file overage tiers and annual software uplift per 10 million files. The contract structure spans a base year plus three option years, each containing the Continuity Replay base package cloud deployment. The solicitation references WILMAC as the brand or equal requirement and will be conducted through NASA SEWP V GWAC. Work is performed under NAICS 541519 (Other Computer Related Services) and PSC DD01 (Information Technology). The contracting office is located in Eatontown, New Jersey, with Belinda Espindola as the point of contact.

Update #1 ·
The U.S. Department of Veterans Affairs (VA) is undergoing a significant technology transformation, migrating all unified communications and contact center operations. As part of this transition, the VA must preserve, manage, and provide compliant access to hundreds of millions of legacy call recordings currently stored across three on-premise platforms: Calabrio One, Avaya, and Verint. These recordings must be retained in accordance with National Archives and Records Administration (NARA) mandates, with variable retention policies by call type including crisis, benefits, and healthcare interactions.
The VA needs a solution that extracts, decrypts, and standardizes its legacy recordings into an open format, consolidates them into a single compliant archive, and allows the decommissioning of these platforms once the contact center migration is complete.
