About this opportunity

The U.S. Army Corps of Engineers (USACE) Portland District is conducting a Sources Sought notice for the procurement of a Cole River Substation, which includes a dry type station service transformer and 480 volt switchgear. The agency is seeking manufacturers capable of designing, assembling, testing, and potentially installing an electrical substation for the Cole M. Rivers Fish Hatchery in Trail, Oregon. Key contract requirements include producing a 2000kVA, 3-phase transformer with specific voltage and wiring configurations, using government-provided specifications as design guidelines, and requiring final government approval before manufacturing. Interested firms must submit capabilities statements demonstrating their technical competence, addressing specific questions about warranty, project classification, and installation considerations. Responses are due by June 3, 2025, at 0900 PST, and must include company details such as CAGE code, Unique Entity Identifier, contact information, business size, and years of relevant experience.

The Sources Sought notice indicates no specific set-aside designation for this procurement, suggesting the opportunity is open to all qualified businesses. While no specific award value is mentioned, the technical complexity and specialized nature of the electrical equipment suggest a significant potential contract value. The substation will be delivered to 200 Cole M. Rivers Dr, Trail, OR 97541, with potential for shipping in multiple sections due to highway transportation restrictions. Manufacturers are expected to minimize on-site assembly and follow precise technical specifications outlined in the accompanying product description document. The NAICS code 335311 for Power, Distribution, and Specialty Transformer Manufacturing indicates the targeted industry segment, and all potential offerors must be registered in the System for Award Management (SAM). The notice explicitly states this is a market research effort and not a binding solicitation, with no funds available for response preparation.
