About this file
This document is a detailed technical specification for a dry-type service transformer as part of an electrical substation for the Cole Rivers Hatchery. The specification requires a 2000kVA, 3-phase, 60-Hz transformer with 13,800-480/277 volt ratings and delta-wye winding configuration. The transformer is to be designed, assembled, and tested by a single manufacturer following IEEE standards, with a final design subject to government approval. Key technical requirements include a NEMA Class FFA rating with 220°C insulation, self-cooled operation, five voltage taps, 5.75% impedance, a basic lightning impulse insulation level of 95kV for high voltage and 30kV for low voltage, and compliance with Category II short-circuit requirements.
The specification provides extensive details on construction requirements, including copper windings, tinned or silver-plated bus connections, a ground bus, ventilated dead-front enclosure, and specific mounting and wiring guidelines. The transformer is to be designed for outdoor use with an ambient temperature range of 0-110 degrees F. The manufacturer must submit comprehensive documentation including shop drawings, product data, test reports, and operation and maintenance manuals. The substation is intended to be shipped to the Cole Rivers Hatchery site in Oregon, potentially in sections due to shipping restrictions, with minimal on-site assembly required. The specification is part of a larger project involving 480V switchgear and medium-voltage metal-enclosed switch-breakers.

SECTION 26 12 16.00 25
DRY-TYPE SERVICE TRANSFORMER
PART 1 GENERAL
1.1 GENERAL INFORMATION
The Cole Rivers Hatchery electrical substation is to be designed, assembled and tested by one manufacturer. The Substation Manufacturer is to use these drawings and specifications as a guideline to complete their design, assembly and testing. The final design is to be approved by the Government.
The substation is to be completely designed, assembled and tested at the Substation Manufacturer's factory and shipped to the Cole Rivers site as a complete unit or as factory designed modules that the Substation Manufacturer is to assemble on the Government supplied concrete pad. The Substation Manufacturer's scope of work ends after the substation is unloaded from the Substation Manufacturer's delivery truck, craned on to the Government supplied concrete pad or if in modular pieces is connected together yielding a complete ready to use substation. The Government realizes size of the equipment and realizes that it may have to be shipped in sections due to shipping restrictions on the Oregon highway systems using standard trucking. The Substation Manufacturer is to minimize the amount of assembly at the site.
This section specifies the design, fabrication, assembly, wiring, and factory testing of the 13.8kV to 480 volt station service transformer. This transformer is one part of three sections that make up the Cole Rivers Substation.
The two other associated sections of this substation are:
262310.0026 480 VOLT SWITCHGEAR
261301.0025 MEDIUM-VOLTAGE, METAL-ENCLOSED SWITCH-BREAKERS

SECTION 26 23 10.10 26
480 VOLT SWITCHGEAR
03/22
PART 1 GENERAL
1.1 SUMMARY
This section specifies the design, fabrication, assembly, wiring, and factory testing of the 480 volt station service switchgear. This switchgear is one part of three sections that make up the Cole Rivers Substation.
The two other associated sections of this substation are:
261216.0025 DRY-TYPE SERVICE TRANSFORMERS
261301.0025 MEDIUM-VOLTAGE, METAL-ENCLOSED SWITCH-BREAKERS
