About this opportunity

The U.S. Army Corps of Engineers St. Paul District is seeking a comprehensive Cat Certified Rebuild of a 2011 Caterpillar D8T Dozer (Serial Number KPZ03120) that currently has approximately 10,760 operating hours. The rebuild must be performed at a Caterpillar OEM Certified Repair Facility by certified technicians using only new, genuine Caterpillar OEM parts, with the objective of returning the machine to "zero hour" condition through replacement or reconditioning of virtually all major components including engine, transmission, hydraulics, undercarriage, electrical systems, and cab. Additionally, an appropriately sized and matched winch must be installed during the rebuild process, all lighting must be converted to LED, and the contractor must provide transportation services for pickup and delivery of the equipment. The contract will be evaluated based on technical compliance, past performance, and price, with technical and past performance weighted more heavily than price. Quotes are due by September 24, 2025 at 10:00 AM, with the period of performance running from October 1, 2025 to April 15, 2026.

This procurement is set aside as a Women-Owned Small Business (WOSB) opportunity under NAICS code 811310 with a size standard of $12,500,000, though no specific contract value or budget range is disclosed in the available documentation. The dozer must be picked up within 40 miles of Fountain City, Wisconsin, with the government preferring pickup between October 20th and November 6th, and the rebuilt equipment must be returned to the Army Corps of Engineers Civil Works Service Base in Fountain City, Wisconsin. The contract structure is firm fixed price and requires the contractor to provide a factory warranty covering at least three years or 5,000 hours of operation. The rebuild work encompasses extensive reconditioning including complete wiring harness replacement, installation of factory engine and operating system software, painting to OEM specifications, and performance of all OEM preventive maintenance. The Army Corps of Engineers reserves the right to inspect the equipment during the rebuild process to ensure compliance with specifications.
