About this opportunity

The Department of the Army Contracting Command - Aberdeen Proving Ground, on behalf of the Department of War's Chief Digital and Artificial Intelligence Office (CDAO), issued Call for Solutions CDAO_26-01 seeking AI-enabled software development coding capabilities. The procurement targets commercially available AI-enabled coding tools and platforms deployable at enterprise scale, specifically seeking either Integrated Development Environment (IDE)-based coding assistance tools or Command-Line Interface (CLI)-based agentic coding tools. Key requirements include deployment capability in Impact Level 5 (IL5) environments with FedRAMP High authorization, scalability to tens of thousands of users across desktop, virtual desktop, and web-based environments, strict prohibition on using customer source code for model training, and enterprise administration capabilities including SSO/SAML/OIDC integration. The evaluation process consists of three phases: Phase 1 Solution Brief submission (due March 6, 2026 at 1400 EST), Phase 2 pitch presentations with potential product demonstrations, and Phase 3 detailed proposal submission. The Government reserved the right to award FAR Part 12 Firm-Fixed-Price contracts or Other Transactions for Prototype Projects under 10 U.S.C. 4022, with successful prototype completion potentially leading to follow-on production contracts across the Department of Defense without additional competitive procedures. The deadline for Phase 1 questions was February 27, 2026 at 1:00 PM ET, and the solicitation was subsequently canceled on April 20, 2026.

No set-aside designations were applied to this procurement, and no incumbent contractors were identified in the available documentation. The solicitation required all significant participating entities to complete an Affirmation of Business Status Certification, with at least one Nontraditional Defense Contractor (NDC) or Nonprofit Research Institution (NRI) participating to a significant extent to satisfy 10 U.S.C. 4022 requirements. While specific budget amounts were not disclosed in the solicitation notice, offerors were required to provide a Rough Order of Magnitude (ROM) estimate with labor category breakouts and annotated assumptions as part of Phase 1 submissions. The Government anticipated phased delivery with potential scope and magnitude significantly larger than the prototype effort for any follow-on production awards. Place of performance was specified as Aberdeen Proving Ground, MD 21005, USA. This opportunity has been canceled in its entirety as of April 20, 2026, though interested parties were encouraged to continue monitoring SAM.gov for future opportunities from the Department of War.
