About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 (VA VISN 16) is seeking a contractor to provide building and energy management control system services at the Overton Brooks VA Medical Center in Shreveport, Louisiana. The solicitation requires 8 hours per week of on-site scheduled service for the existing Johnson Controls Metasys Building Automation System (BAS), components, and VA Building Service Equipment. Contractors must validate system functionality, perform preventative maintenance, update software graphics, provide advanced programming services, and train staff. The evaluation criteria will weight technical capability and past performance equally, with a focus on demonstrated experience with Johnson Controls Metasys systems. Potential bidders were required to submit questions by January 27, 2024, with quotes due electronically by January 31, 2024, at 5:00 PM CST.
The original solicitation was a 100% small business set-aside under NAICS code 561210 with a size standard of $47 million. The contract was structured with one base year and four option years, though it was ultimately cancelled on April 25, 2025, with the government opting to reassess the original specifications. The place of performance is located in Shreveport, Louisiana (ZIP 71101), and the procurement falls under the Facilities Support Services category. Contractors were expected to provide a contract manager and alternates responsible for performance, with a specific focus on managing and maintaining the existing building automation infrastructure. However, it is noteworthy that the solicitation was subsequently cancelled, which may indicate changing requirements or strategic reconsideration by the VA VISN 16 procurement team.
