This solicitation seeks proposals for broadcast spray application services of pesticides, herbicides, and insecticides at Joint Base San Antonio Randolph, Texas to mitigate bird aircraft strike hazards. The Department of the Air Force Air Education and Training Command is requesting these services. Offerors must propose pricing to pre-emergent herbicide spray 1,400 acres twice per year, insecticide spray 1,400 acres six times per year, and post-emergent herbicide spray 1,400 acres once per year. Proposals are due by September 21, 2020 and will be evaluated based on technical acceptability and lowest price.
This requirement is set aside exclusively for service-disabled veteran-owned small businesses. The NAICS code is 561710 and PSC code is M3. The incumbent contractor was Syscom, Inc. under a previous $291,816 contract. Applications can only occur when the airfield is closed after 7:00PM and notifications must be provided. The place of performance will be Joint Base San Antonio Randolph, Texas across 1,400 acres of airfield areas.

This is a Service Disabled Veteran Owned Small Business (SVDOSB) Set Aside requirement to provide the broadcast spray of pesticide, herbicide and insecticide at Joint Base San Antonio Randolph (JBSA RAN).

Description: This requirement is to provide a broadcast spray of pesticide, herbicide and insecticide at Joint Base San Antonio Randolph (JBSA RAN), the purpose of which is to mitigate to the maximum extent possible the risk of bird aircraft strike hazards (BASH), by the selection of a monoculture of a native grass species or a natural mix of grass species that are not bird food attractants. All work shall be performed in accordance with industry and commercial practices, using commercial/industry standard products, equipment, materials, supplies and tools.
