6) Will we be spraying at night? Government Answer: Yes. Application can only be applied when the Airfield is closed. Airfield hour are normally from 0800 -1900 hours. Normally the airfield is closed on weekends, but not always.
7) Of the 1400 acres that need to be sprayed or broadcast can you tell me if it includes the base housing? Government Answer: No, this requirement is only for Airfields and clear zones.
8) The specifications call for an integrated pest management program. If it includes base housing we would have to notify every single person prior to each spraying event. For other areas around the base flight line and areas like that we would have to notify everybody that are associated with those areas. Please tell us the extent of the integrated pest management notification necessary for this project as you are a federal facility and not necessarily required to comply with all state laws. Government Answer: No housing will not be involved in this requirement.
So, the only notification required is contracting Base Operation/Air field manager and the COR when scheduling an application. However, even as this requirement is on a federal installation, you are still subject to possible inspections by Texas Department of Agriculture (TDA) inspectors.
9) Does this project require spraying of cracks and crevices outside of the flight line area and around the entryways to include the entire fence line both inside and outside of the base?
Government Answer: No, that requirement is accomplished by the Grounds Maintenance contract.
10) If spraying operations are to be on active flight lines, will we be required to broadcast post emergent and pre-emergent during night time hours? Government Answer: Spraying applications of either post emergent and pre-emergent will only be applied when the Airfield is closed, which is usually after 1900 hrs. No spraying will be accomplished during flying hours.
