Question: Section L 1.1 Identifies the cover letter, SF 33, RFP Sections A through J, RFP Section K, All RFP Fill-ins, and Small Business Subcontracting plan separately from Proposal Volumes I, II and III. Section L 3. Identifies RFP Sections A through J, RFP Section K, the Small Business Subcontracting Plan and Offeror's Statement as part 1.1 through 1.4 of the Cost proposal. Please clarify whether RFP Sections A-J, RFP Section K, and the small business subcontracting plan should be stand-alone from , or part of the Cost volume. Also please clarify if the letter containing the offeror's statement of compliance to the RFP terms is separate from, or the same as the cover letter.


ANSWER 1: INCLUDE IN VOLUME III. THE OFFEROR'S STATEMENT SHALL BE INCLUDED IN THE COVER LETTER.

Reference Section L 2.6, L 2.6.1, L 2.6.2
Question: Please confirm the "...previous contract efforts..." described in 2.6.1 and "...self-assessment of performance under each contract identified." described in 2.6.2 refer to the same "past performance references" described in 2.6. Also, please confirm the information in 2.6.1 and 2.6.2 do not count against the 75 page Technical Proposal limit.

ANSWER 2: 2.6.1 AND 2.6.2 REFER TO THE SAME PAST PERFORMANCE REFERENCES IN 2.6. RESPONSES TO 2.6.1 AND 2.6.2 DO COUNT TOWARDS THE 75 PAGE LIMIT.

2.  The following question and answer is provided:

QUESTION: Page 17 of 170 (NOTE D) and 137 (Section L 3.2.2) of 170, state that the Contractor shall propose a CPIF structure within 50/50 shareline boundaries with a minimum fee of 0% and a maximum fee of 8%. Page 137 (Section L 3.2.3 referenced the Incentive Fee Poll in accordance with Section J Attachment Performance Incentive Fee Plan. Attachment 4 identifies the Performance Incentive (Technical and Schedule) at a value up to the entire 8% (no cost incentive). Please clarify how/if the cost incentive should be considered/applied.

ANSWER: There are only Technical and Schedule Incentives. NOTE D is revised to the following:

The Contractor shall propose a Cost Plus Incentive Fee (CPIF) structure for these item(s). The Contractor shall propose an incentive fee structure in accordance with Attachment J4 - Performance Incentive Plan.

Added: Sep 04, 2014 3:11 pm The proposal due date/time has been extended to 14 October 2014 at 1400 eastern. Additionally, Andrew Nagelhout has been added as a secondary point of contact.  All proposals, including Past Performance Questionnaires, shall be submitted to Andrew, as identified in block 8 of the SF33.  Melissa Ardis remains the point of contact for all GFI requests and question through 30 September 2014.  Any matters concerning this solicitation submitted after 1200 eastern on 30 September 2014 shall be directed to Andrew.

Q: In the government supplied docs there are some NAVFAC provided design docs on LHRE-2. Will the technical data package for that L/R system be provided as GFI to the bidder who wins the award?

A Request for Proposal (RFP) is planned for the Rapid Technology Insertion (RTI) process, which will solicit technology solutions to enhance the successful completion of the primary Littoral Combat Ships (LCS) missions. The primary objective of the RFP will be the development of capabilities that can rapidly transition to Fleet introduction in less than 2 years into a Mission system, Mission Module, Mission Package, or onto an LCS. The Government anticipates soliciting on an unrestricted basis under NAICS code 541712. In order to allow Offerors to maximize an effective full and open competition and provide Offerors the best opportunity to submit a successful proposal upon release of the RFP, White Papers on Offeror project concepts are currently being requested. This will allow the Government to provide initial feedback on the Offeror's technology and solutions without the greater effort of Offeror preparation and Government evaluation of full proposals. Offerors are strongly encouraged to take advantage of this part of the RTI procurement process. Please see the attachment titled, "White Paper Synopsis" for further information.

The following attachments, referenced in White Paper Synopsis attachment, have also been provided:

b) Draft Statement of Work (SOW)
c) SOW Addendum 1 - Rapid Technology Insertion Overview

Submit via e-mail the solicitation #, company name, your mailing address, point of contact, JCP certification number, CAGE code, and phone #. Drawings and/or specifications will be mailed via USPS overnight.

NOTE: This drawing package has a classified addendum. Requestors that do not have an existing secret facility clearance will not be eligible to receive the package. See attached DD 254.

All White Papers shall be submitted no later than 2PM EDT, 30 June 2014 via email to Melissa Ardis at melissa.ardis@navy.mil.

The RFP is anticipated to be released on about 1 August 2014.
