AMENDMENT 6
The purpose of this amendment is to:
1. Revise Clause 52.217-7
2. Provide answers to questions from industry.
The proposal due date is being extended to Thursday, November 20, 2014 at 2:00PM EST.
Question 70: Amendment 4, Section A, GENERAL INFORMATION identifies Melissa Ardis as the POC. Since she was previously removed as the POC, please confirm that this is correct or provide the contact information for the current POC.
Answer 70: The current POC’s are Andrew Nagelhout (andrew.c.nagelhout@navy.mil) and Alison Wicks (alison.c.wicks@navy.mil)
Question 71: Regarding RFP Amendment 0004, Section I, Clause 52.217-7, table: latest option exercise date- Most of the entries in the table state that the latest date for option exercise is: “NLT 60 PRIOR TO POP START DATE FROM SECTION F.” We are unable to find a value for POP start date in section F; the desired and required delivery schedule tables in Section F are referenced two Months after Option Exercise, and there does not seem to be any linkage from one CLIN to another that would define start date for a CLIN based on completion of previous CLIN. Please explain what this means.
Answer 71: It is the Governments intent to avoid lapses in tasking, therefore offeror’s should assume that options will be exercised no later than 60 days prior to the end of the previous CLIN POP, based on the offeror’s proposed schedule.
Question 72: Does the Government still plan to award as stated in the RFP by 6 March 2015, or is the award also accelerated?
Answer 72: YES
Question 73: The RFP Section I specifies “NLT 60 PRIOR TO POP START DATE FROM SECTION F” for latest option exercise dates, without specifying the PoP Start Date in Section F. Please provide the POP Start Dates or revise Section I so that Option Exercise Dates can be determined based on the offeror’s proposed schedule. Please confirm that the "NLT 60" refers to days?
Answer 73: The POP start dates would be dependent on the schedule agreed upon at time of award. For purposes of proposing, offerors should assume the POPs are based on the offeror’s proposed schedule.
Yes, “NLT 60” refers to No Later Than (NLT) 60 days.
Question 74: The Government clarified in its response to Question 48 that Phase II would be awarded upon successful and satisfactory completion of Phase 1, and Phase III options upon successful and satisfactory completion of Phase II. Please clarify what “successful and satisfactory completion” criteria the government plans to use.

Answer 74: The Government will assess the results of criteria defined in sections 3.1 (Phase I) and 3.2 (Phase II) separately to determine the Contractor's ability to proceed to the next phase, and wil award accordingly.
All other terms and conditions remain unchanged.

The option(s) may be exercised after the Contractor’s receipt of the Specification Work Package prepared by the Planning Supervisor in accordance with the procedures stated in Section C, but in any event, the Option(s) shall be exercised, if at all, on or before the following dates:
