ASW Mission Package Weight Reduction Topic Description

CONTEXT:

The ASW Mission Package is a high performing, tactical ASW capability providing assured access against undersea threats in deep and littoral operating environments. In its current advanced development configuration, the mission package exceeds the desired weight threshold for installation on LCS. The objective of this topic is to achieve weight reduction of the ASW Mission Package over its current configuration yet still meet established performance, reliability, safety and operability requirements. The Escort Mission Module (EMM) components comprise over 60% of the total weight budget of the ASW Mission Package and account for the majority of the current discretionary weight of the mission package. The Escort Mission Module provides the wet-end sensors and processing necessary to detect, classify, and track undersea threats while LCS transits at tactical speeds. An objective weight reduction of 25% over the current total EMM weight budget is desired. While weight reduction is the primary objective, candidate solutions must also be compliant with LCS embarkation and installation requirements, and when integrated into the larger mission package, maintain the current capability with respect to ASW performance. A functional decomposition of the ASW Mission Package including key mission systems and support equipment is provided in figure 1. Items not under solicitation by this RFP are shown in gray.

The present EMM configuration is an advanced development model (ADM) which has been federated from a number of existing Navy systems and integrated with LCS compliant support containers and installation structures. This configuration has not been optimized for weight. The baseline weights for the current ADM configuration are provided in Table 1 for both LCS variants. EMM components not included in this solicitation are identified with an asterisk and are not included in the weight totals provided in Table 1. These components are Government owned or furnished and included only for completeness.

TECHNICAL DATA PACKAGE:

The ADM configuration of the EMM has been integrated and tested at land-based and at-sea environments. The technology maturation process has resulted in a mature product baseline including detailed design documentation, requirements updates, and study results. A technical data package providing relevant performance specifications, integration requirements, and applicable government studies performed to date is provided as Government Furnished Information (GFI). See table 2 below.

OBJECTIVE:

The objective of this topic is to achieve weight reduction of the ASW Mission Package over its current configuration yet still meet established performance, reliability, safety and operability requirements, as detailed in GFI referenced in Table 2. In achieving this objective, the Navy is seeking solutions that are technically mature. In order get the ASW MP within the prescribed weight allocation and to reestablish a “growth reserve” that enables additional capabilities to be added to the ASW MP, the Government’s objective requirement is for a net reduction to the overall Escort Mission Module current weight schedule of 25% (see table 1 for current weight schedule). The threshold weight reduction requirement is 15%. The project will seek to achieve this weight reduction for installation of the mission package on both variants of the LCS platform (LCS-1 Variant and LCS-2 Variant hulls).

NECESSARY CONDITIONS:

1. The minimum requirement is for technically mature solutions meeting the following technology maturity criteria:

· Evidence such as measurements, test results, or working component prototype(s) or mature system(s) in a relevant environment;

· Evidence that the technology maturity of the proposed RTI project is sufficient to support successful assessment, integration, and initiation of production within two years;

· Identification of the essential technologies and evidence of their maturity, previous use, and any planned testing to mitigate risks, if needed;

· Evidence of previous testing, shipboard installation, production/fielding, or naval system integration for similar technology or essential technology elements.

2. Offerors shall propose integrated solutions for the towed active and towed receive mission systems (TAS and TRS) and necessary support equipment (excluding support containers) as delineated by figure 1. Offerors shall propose solutions that are compliant with both LCS hull types. Offers providing only a partial solution or not meeting or exceeding all of the minimum requirements for the towed sensor mission systems will be determined unacceptable.

3. The Government’s requirement does not include items identified as government owned in figure 1 or listed as Government Furnished Property. These items include the Multifunction Towed Array (MFTA), and the receive interface group electronics. Continued use of these items results in significant cost avoidance for the Navy. The Government will provide these items for integration testing as detailed in the Statement of Work.

4. The offeror shall propose solutions that comply with requirements identified by GFI items 3-13 of table 2.

GOVERNMENT FURNISHED PROPERTY:

The following Government Furnished Property (GFP) is available for contractor use during testing (not for retention). Requests for use of GFP should be scheduled through the Contracting Officer Representative (COR). Drawings of these GFP items are available as part of GFI items 1 and 2.

A complete definition of the engineering measure is provided in the applicable reference document, included as GFI.
