About this opportunity

The Air Force Research Laboratory seeks proposals to conduct advanced materials characterization research at its Materials Characterization Facility located at Wright-Patterson Air Force Base through the Advanced Micro-Characterization of Materials (AMCOM) program. Proposals are due June 3, 2022 for a cost-plus-fixed-fee contract valued at $22 million from 2023 through 2027 to utilize electron, X-ray, and ion-optical instrumentation to perform microstructural and compositional analysis of metals, semiconductors, ceramics, polymers, composites, nanomaterials and other materials. The contractor shall also develop customized solutions as needed and provide reports, presentations and guidance to assist the Air Force and Space Force in assessing new technologies and materials. An Industry Day was held on May 13, 2022 for interested parties to tour the facility and familiarize themselves with capabilities.

There is no set-aside designation for this opportunity. Research will focus on utilizing state-of-the-art equipment from manufacturers such as Bruker, FEI, Oxford and Zeiss to characterize a wide variety of material types. The incumbent contractor has provided these services since 2013 under NAICS code 541712 and PSC code R425. The total value of the single award IDIQ is estimated at $22 million over a five year period from 2023 through 2027.

The program focus is materials characterization research using state of the art electron, X-Ray, and ion-optical techniques to characterize novel materials developed at AFRL/RX. The goal is to propose a solution to Air Force materials characterization needs as they arise and then proceed to develop and implement this solution, which shall include the utilization of existing tools, and the development and testing of/specialized software and/or hardware as required. This program encompasses materials characterization research and development activities on a broad range of material types. The objective is to perform research in material microstructural and compositional analyses on, but not limited to, metals, semiconductors, ceramics, polymers, composites, functionally graded materials, nanomaterials, electronic materials, sensor materials, and biological materials.

The contractor shall prepare authoritative reports, papers, presentations, technical data, and best practices guidance for the purposes of assisting the USAF and USSF to assess new optical technologies, performance characteristics thereof, and relative performance within proposed mission, installation, and cost.
