The following program is an anticipated requirement for the Air Force Research Laboratory, Materials and Manufacturing directorate, Functional Materials Division, Nanoelectronic Branch, AFRL/RXAN, located at Wright-Patterson Air Force Base, OH. A BAA for this program is anticipated to be published June 2022.

The anticipated funding listed below reflects estimated funding only. This estimate is NOT a promise of funding. Funding is uncertain and is subject to change. Changes in funding availability may occur at the discretion of the Government.

The purpose of this notice is to provide information about a BAA for the Advanced Micro

Characterization of Materials (AMCOM)

This notice is not a solicitation. The Government will not reimburse costs associated with any communication submitted in response to this notice.

Program Description:

The Department of the Air Force is in the planning stage for an anticipated research program intended to perform, primarily on-site in the AFRL/Materials & Manufacturing Directorate’s Materials Characterization Facility (MCF), materials characterization research of aerospace materials of interest to the Air Force Research Laboratory (AFRL). The contractor may also develop tools, software, digitization/automation and techniques to advance the state of the art in electron, x-ray, ion, and optical microscopy as it pertains to materials characterization and microanalysis. While the majority of any such effort would be performed on-site at the AFRL/Materials & Manufacturing Directorate’s MCF, the contractor shall also foster research collaborations with other relevant facilities off-site for highly specialized/niche characterization areas of interest to AFRL. AMCOM will be a one-step BAA to perform research in material microstructural and compositional analyses on, but not limited to, metals, semiconductors, ceramics, polymers, composites, functionally graded materials, nanomaterials, mailto:sabyasachi.ganguli.2@us.af.mil, mailto:jennifer.skalski@us.af.mil mailto:jennifer.skalski@us.af.mil mailto:mark.merrifield@us.af.mil, NOTICE OF CONTRACT ACTION (NOCA) electronic materials, sensor materials, and biological materials.

The contractor will be expected to deliver all hardware as required, and all associated data developed and/or used in the execution of this effort, unless clearly stated otherwise in the proposal. It is anticipated that a BAA providing more details into this program will be released June 2022; the solicitation will be made available at www.Sam.gov. Direct any questions to the Contracting or Technical point of contacts identified in the announcement. We anticipate to have an Industry Day in May 2022. Announcements on this would be made in the near future. Security clearance for Base Access is required for attending the Industry Day.

Security:

Operations Security (OPSEC) - The contractor shall participate in all activities associated with the disciplines of the organization’s Industrial Security, Information Security, Personnel Security, Operations

Security (OPSEC), and Antiterrorism programs, following appropriate measures in each program as required for this particular contract. Security measures are required to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The prime contractor shall ensure all subcontractors, if applicable, conform to these requirements as required by the prime contractor.

Program Protection Plans (PPP) - Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a PPP or to be included as part of an existing PPP.

Funding: Anticipated Program Funding: $22,000,000 (FY23-FY27).

Anticipated Contract Type: It is anticipated that one Cost-Plus-Fixed-Fee (CPFF) C-type contract will be awarded in support of the AMCOM effort.

Period of Performance: 63 months (60 months for technical effort and 3 months for final reporting)

Classification Level: Unclassified is anticipated

Set Aside: None
