About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration is conducting market research to procure protective working footwear for engineering and maintenance staff at VA facilities in Waco and Temple, Texas. The Sources Sought Notice aims to identify potential small business vendors capable of providing OSHA-compliant safety footwear with specific technical requirements, including leather footwear above the ankle, crush-resistant toe, puncture-proof sole, and slip-resistant properties. Interested contractors must respond by 9:00 AM Central Time on January 11, 2025, submitting detailed business information such as SAM registration, NAICS code, business size, and type of business ownership. The VA is particularly interested in determining the availability of small businesses that can provide this service and will use the submitted estimated pricing to inform their procurement strategy. Respondents must send their information directly to Contracting Officer Mr. Shawn R. Reinhart via email, with specific formatting and labeling requirements for the submission.
The procurement is designated as a Total Small Business set-aside, with the VA seeking vendors who can provide footwear for approximately 250 employees with a maximum government allowance of $250 per employee. The contract will have an initial one-year period of performance with four potential option years, requiring vendors to provide onsite fitting services at both locations and maintain a local storefront for subsequent fittings. Vendors must be able to deliver bulk orders within 60 days and offer specialized footwear with additional requirements for specific departments, such as non-conductive properties for the Electrical Shop and chemical resistance for the Boiler Plant. The NAICS code for this procurement is 316210 (Footwear Manufacturing), and the Product Service Code is 8430 (Men's Footwear). Contractors with existing GSA or VA Federal Supply Schedule contracts are encouraged to respond, as the VA will use the submitted information to determine the most appropriate procurement strategy.
