The contract will be awarded to Siemens Medical Solutions USA, Inc. under the authority of FAR 6.302-1, which permits non-competitive procurement when only one source can satisfy agency requirements. This notice is classified under NAICS code 541519 (Other Computer Related Services) and PSC code 7A21 (IT and Telecom-Business Application Software). While this is not a competitive solicitation, the government is soliciting input from interested vendors regarding their capability to provide the required services.
Although the contract is designated for sole source award to Siemens Medical Solutions USA, Inc., interested vendors may submit capability statements to Contracting Specialist Emanuel Nevarez at emanuel.nevarez@va.gov by January 26, 2026, at 13:00 Central Time, with solicitation number 36C26326Q0280 in the subject line. Vendors must provide documentation demonstrating their authorization from Siemens as a reseller, authorized dealer, or third-party service provider to be considered for the requirement. The functional performance specification indicates a delivery requirement of April 3, 2026, and includes server software upgrades, licensing packages, concurrent workplace licenses, implementation interfaces, and training services. The government retains sole discretion to determine whether to proceed with a competitive or sole source procurement based on any submitted documentation and capability statements. No phone calls are permitted, and all inquiries must be submitted via email.
