About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 (VA VHA VISN 16) has issued a Special Notice for a technology license and support contract at the Overton Brooks VA Medical Center in Shreveport, Louisiana. The notice pertains to a five-year technology license for a CLINITEK Status Connect System, a semi-automated point-of-care analyzer designed to provide rapid biochemical urinalysis results. This acquisition is specifically for a system that will interface with Abbott RALS HL7, enabling automatic electronic transmission of patient results into the Computerized Patient Record System (CPRS). The notice indicates that the maintenance and support can only be provided by Abbott-RALS, suggesting a sole-source procurement approach. The opportunity was posted on December 19, 2024, with a response deadline of December 23, 2024.

The primary objective of this Special Notice is to secure a comprehensive technology solution that enhances the Pathology and Laboratory Service's diagnostic capabilities through an automated urinalysis system. Contractors interested in responding must submit capability statements to jimmie.frost@va.gov by the specified deadline, with all potential vendors required to be registered in SAM.gov. The contract will be a firm-fixed-price service contract covering a one-year period from December 27, 2024, to December 26, 2025, with the NAICS category coded as Custom Computer Programming Services (541511). Eligibility is contingent upon demonstrating the ability to provide the required services, though the notice suggests Abbott Rapid Diagnostics Informatics Inc. is the preferred sole-source provider under Federal Acquisition Regulation (FAR) 6.302-1. If no viable alternative responses are received, the VA will proceed with direct negotiations with Abbott. The contract encompasses installation services for RALS software that connects to multiple ABG/Co-Ox Analyzers according to original equipment manufacturer (OEM) specifications.
