About this opportunity
The Department of Veterans Affairs Veterans Health Administration Network Contracting Office 16 is conducting a sources sought market research initiative for a Critical Care Ionized Calcium and Comprehensive Electrolyte Profile Analyzer at the Central Arkansas Veterans Healthcare System in Little Rock, Arkansas. The procurement seeks a tabletop instrument capable of performing rapid ionized calcium and comprehensive electrolyte testing with FDA approval and the ability to generate stat results within 120 seconds. Interested vendors must submit a two-page capability statement including their business name, point of contact, and Unique Entity ID (SAM) by 3:00 PM CT on June 5, 2025, via email to joseph.warren@va.gov. This pre-solicitation notice is explicitly for market research purposes and does not guarantee a future solicitation. The proposed procurement falls under NAICS code 339112 with a small business size standard of 1,000 employees, and vendors are expected to provide a solution equivalent to or matching the Prime ES Comp Plus w/Tray Scanners.
The sources sought notice does not indicate a specific set-aside for small businesses, despite the NAICS code's small business designation. The contract period is anticipated to run from October 1, 2025 to September 30, 2026, with potential for four additional one-year option periods. The contract will be structured as a Cost Per Reportable Result (CPRR) arrangement, requiring the winning vendor to provide comprehensive clinical products, installation, maintenance, technical support, and a full manufacturer's warranty covering parts, labor, travel, and shipping costs for repairs. The instrument must perform multiple electrolyte tests including sodium, potassium, chloride, ionized calcium, ionized magnesium, pH, and hematocrit, with mandatory bidirectional connectivity and data management capabilities. Vendors should note that this is a non-binding market research exercise, and all expenses related to responding to the announcement are the sole responsibility of the respondents.
