About this opportunity
The Department of Veterans Affairs (VA) has issued a Special Notice for a sole source procurement of Impella CP Catheters, which are critical cardiac support devices used during high-risk medical procedures. The VA intends to award a firm-fixed-price contract to the Service-Disabled Veteran-Owned Small Business (SDVOSB) Geo-Med, LLC for this emergency requirement.
The purpose of this Special Notice is to inform the public of the VA's intent to sole source this procurement under the authority of FAR 6.302-2(a)(2) due to an urgent and compelling need. The Portland VA Medical Center currently has only one functional Impella CP Catheter unit, which poses a significant patient safety risk if that unit were to malfunction during a procedure. The Impella CP Catheters are proprietary to Abiomed and are the only FDA-approved percutaneous heart pumps compatible with the VA's existing Impella Control Circulatory Assist Units. The anticipated award date is November 12, 2024, and this Special Notice satisfies the requirement to publicly announce the proposed contract action, though it is not a request for competitive proposals and no solicitation will be issued. Any responses received will be used solely to assess the marketplace for future procurements.

The Department of Veterans Affairs intends to solicit and negotiate IAW FAR 6.302-2(a)(2) a Sole Source, Firm-Fixed-Price Contract with the SDVOSB Geo-Med, LLC. This emergency procurement is for Impella CP Catheters. The North American Industry Classification (NAICS) code for this acquisition is 339112. These catheters are used during cardiac procedures on patients that require left ventricular pressure support to improve systemic blood flow. The Portland VA Medical Center had 2 units but 1 is no longer functional, leaving them with only 1 unit. This is not safe as if this only unit malfunctions during a procedure, there is no back up. This equipment has a direct and critical impact on patient care. The OEM has authorized Geo-Med, LLC as its distributor for this equipment. The anticipated award date: November 12, 2024.
This requirement is for:
Department of Veterans Affairs
Portland VA Medical Center
3710 SW US Veterans Hospital Rd.
Portland, OR 97239
This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purpose of determining the marketplace for future procurements. The Government will not pay for information submitted. This will be the only notice of the Government s intent to solicit, negotiate, and award to one source to satisfy this requirement.
