About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 is procuring a patient monitoring system for the VA Long Beach Healthcare System through solicitation 36C26225Q1194. The procurement seeks a comprehensive patient monitoring system with specific technical requirements including a minimum 15-inch screen display, capability to monitor multiple physiological parameters (ECG, respiration, temperature, SpO2, invasive and non-invasive blood pressure, and carbon dioxide), and a transportable main physiological parameter module that can disconnect from the main display for patient transport use. The system must also include an extension module for continuous CO2 monitoring that can attach to either the main display or parameter module. This is being procured as a "brand name or equal" acquisition, with offerors required to demonstrate their proposed systems meet all specified salient characteristics. The procurement will be evaluated using Lowest Price Technically Acceptable (LPTA) criteria on an Acceptable/Unacceptable basis, with questions due by July 31, 2025 at 4:00 PM PST and quotes due by August 1, 2025 at 4:00 PM PST.

This solicitation is designated as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) with a size standard of 1,000 employees. The contract will be awarded as a single Firm-Fixed Price agreement with no specific award value mentioned in the solicitation documents. The government files reference a Philips patient monitoring system, suggesting this may be the brand name benchmark for the "brand name or equal" procurement, though no incumbent contractor is specifically identified. The procurement includes 22 line items encompassing multi-measurement modules, docks, extension cables, ECG leads, monitoring accessories, cuffs, sensors, wireless medical telemetry services, installation labor, and project management services. Performance will take place at the VA Long Beach Healthcare System Supply Warehouse located at 5901 East 7th Street, Long Beach, California, with a required performance period of within 90 days of order placement.
