About this opportunity

NASA is requesting capability statements for a 4-quadrant power supply system for wind tunnel flight testing at NASA Langley Research Center, with submissions due by 4:00 p.m. Central Standard Time on September 3, 2026. NASA currently intends to award a sole-source contract to GMW Associates Inc under FAR 12.102(a) authority, determining that entity to be the sole provider of this specialized equipment; however, the Government reserves discretion to conduct a competitive procurement based on capability statement responses received.

The power supply must be rated for a minimum 60 volts and 125 amperes, accommodate regenerative braking capabilities of the vehicle's electronic speed controllers to emulate flight-testing characteristics during wind-tunnel operations in the FDRF facility, and support the Open eVTOL / TTT RAVEN SWFT project. Multiple power supplies may be connected in parallel to achieve required current draw. The contractor shall deliver the power supply(ies) with all necessary accessories including cable packs and AC plugs, with installation scheduled for Q1 FY27. Place of performance is NASA Langley Research Center in Hampton, Virginia. The procurement will use commercial item procedures under FAR Part 12 (NAICS 334519). Capability statements only—not quotes—will be evaluated. All correspondence must reference the notice ID. Oral communications are not acceptable. NASA FAR Supplement Clause 1852.215-84 (Ombudsman) applies.
