About this file

This document is a Vendor Performance Report (SPO 206) from the Arizona Department of Administration's State Procurement Office, specifically completed by the Arizona Department of Environmental Quality (ADEQ), Oil and Gas Division. The report involves Weston, a contractor providing services under contract number CTR055987 for Orphaned Well Southwest Assessment and Remediation.

The performance report indicates that Weston has shown improvements from the previous year, with better timeliness in deliverables and proactive coordination with landowners, developers, and drillers. However, ongoing issues persist with invoice accuracy, including unapproved personnel listings, missing expense backups, and incomplete Right of Entry agreements with landowners. The report was filed by Brooke Bolger from ADEQ on 5/10/2024 and reviewed by Procurement Officer Patricia Lorenzen on 5/14/2024, with no further procurement action requested at this time.

Text9: Weston has made improvements from last year. They are more on top of deadlines and will send a draft deliverable for my approval before sending a whole batch of final drafts. Before more evidence was found that a particular well was a water well, they were coordinating with the landowner/developer, driller and Partner (whose well was closeby) to plug the well located on land being prep'd for development while the driller was in the area.

I am still having issues with invoices with errors. Nearly each month, Weston's invoice either has unapproved personnel or expenses listed without any provided backup. They are still missing Right of Entry agreements from some landowners and are putting very minimal effort in getting into contact with these landowners.
