Philip Bredfeldt, PE, RG/PG – Project Manager Related Experience with large, local, state, or federal government agencies: Has over 17 years of experience working with federal government agencies such as USACE and EPA, as well as various local municipal and county government agencies and private industrial and commercial clients as shown within the project thumbnails below. Serves as an AZ Registered Geologist (RG), a Professional Geologist (PG) in CA, TX, and OK, and a Professional Engineer (PE) in NM, TX, CO, and OK.

Relevant Project Experience to Demonstrate Competence in Areas of Expertise:

Senior Project Manager, Tank Release Assessment and Reporting for Major Tank Farm Complex, Pasadena, TX, Confidential Client. A release of phase-separated hydrocarbons was identified during a routine inspection of an above ground storage tank. Following the discovery of hydrocarbon-impacted soil, appropriate regulatory notifications and interim response actions were performed, including the removal of visibly impacted soil adjacent to the tank and under the tank, and repairs to the tank chime and dry-drain sump. Soil was collected for delineation and confirmation of adequate cleanup during three separate events, which included the collection of samples both around the tank and under the tank. Based on the results of the soil sampling, responsible for preparing a Final Completion Report that argued spill response actions had been completed in accordance with the Spill Rules and TRRP, and submitted it to TCEQ for its review. A “No further action” letter was later received from the State.

Senior Project Manager, Remediation System Optimization and Response Action Plan, Texas City, TX, Confidential Client. Project involved the evaluation of an LNAPL and dissolved-plume recovery/remediation system to identify areas of "readily recoverable" LNAPL and optimize recovery of LNAPL. Also included development of dissolved hydrocarbon/MTBE response action plan to support ongoing analysis of plume stability and natural attenuation outside of LNAPL areas and near property boundaries. Project also included the characterization and response action development for a former SWMU area containing soil impacted above commercial/industrial direct contact cleanup levels.

Provided technical support and guidance for contractors in the field, was the primary author of an annual monitoring/recovery network status report prepared for TCEQ, and developed a Response Action Report to optimize the current monitoring/recovery network and reduce overall compliance load for the client.

Project Manager, Hydrocarbon Recovery System Design and Installation, Corpus Christi, TX, Confidential Client. Designed and coordinated the installation of a groundwater/LNAPL recovery trench to establish a hydraulic capture zone to remove and remediate affected groundwater and reprocess recovered non-aqueous fluid. The collection trench system remains in operation and continues to control local hydraulic conditions, precluding affected groundwater and phase-separated hydrocarbons from migrating offsite. Responsibilities included the system design, reporting, and project management. Served as primary author and PE/PG for several project documents submitted to TCEQ, including an Options Evaluation, Work Plan, and Corrective Action System Installation and Effectiveness Report.

Project Manager, Petroleum Storage Tank Remediation and Groundwater Flow Modeling, , Corpus Christi, TX, Confidential Client. Performed groundwater flow modeling to predict phase-separated hydrocarbons plume migration and effectiveness of an existing groundwater extraction system to control the groundwater and free-phase impacts. Soil and groundwater samples were collected, and an APAR was prepared and approved by TCEQ. The effectiveness of the recovery system and overall Response Action is evaluated annually and reported to TCEQ.

Project Manager, Dona Park Neighborhood Characterization, Remediation, and Air Monitoring, Corpus Christi, TX, Confidential Client. Managed a long-term Ambient Air Quality Program during the demolition and remediation of a former smelting facility. Data were used to confirm that no unacceptable impacts to ambient air were occurring in an adjacent neighborhood. Project involved the installation and operation of particulate monitors and samplers, establishment of a real-time alert system to allow for immediate notification of any action level exceedances, assessment of laboratory analytical data, and the creation and maintenance of an analytical results database available to the public.
