Attachment 8, Proposed Sub‐Contractors, QA/QC Process for Subcontractors
Subcontractor Quality Assurance/Quality Control
As listed in the preceding table, we anticipate using a number of subcontractors for projects performed under the Statewide Asbestos Lead and Mold Consultant Services contract, to assist with and/or provide services that we do not provide through our in‐house resources. We understand that our clients see our subcontractors as an extension of our services; consequently, we are very particular in our selection and use of subcontractors, and we closely monitor each subcontractor's performance to verify achievement of our quality standards and expectations. We have various arrangements with our different subcontractors, and we use only those firms which have provided us with high quality services in the past, or that come with high recommendations from our contacts in the environmental industry.
For this submittal, we have chosen to use Clark, Seif, Clark of Chandler, Arizona, as a specialty sub‐contractor, who will focus mostly on high profile indoor air quality projects involving remediation, health assessments, forensic analysis, and expert witness analysis. We are also pleased to inform you that Clark, Seif, Clark will join with Western Technologies in a soon‐to‐be announced acquisition and merger. Therefore, the CSC staff identified in this submittal will become WT personnel.
Projects involving asbestos, lead and indoor air quality require a host of analytical testing, and WT has proposed a group of eight laboratories who can provide a wide array of tests with varying delivery times for applications to these projects.
WT values the ability to use the premier labs in our industry to support our projects. Some labs focus on specialty testing, while others can provide a full range of tests across the spectrum of services anticipated under this contract.
WT will select laboratories for task assignment offers based on the magnitude of the project, the needed delivery times, and whether multiple disciplines will be involved. We have successfully partnered with each of these laboratories on our statewide asbestos, lead, and mold consulting projects and we have developed excellent working relationships with them. We believe the addition of these firms strengthens the project team we bring to our clients.
WT envisions the QA/QC process beginning at the scoping phase by establishing clear and concise expectations/outcomes and data quality objectives. Clarity at the scoping phase minimizes the potential for subcontractor performance issues. We will engage subcontractors in "value‐added" considerations where alternative approaches may provide savings in budget or schedule, or an enhanced outcome.
During the project, our project management team will monitor progress for each subcontractor on a routine basis as a check on budget performance and milestone accomplishment. Should one of our subcontractors demonstrate a level of performance not consistent with the project expectations, our project manager will notify the subcontractor of the deficiency, and will be provided with an Opportunity to Correct, which is an informal process of notifying the subcontractor of a perceived deficiency and providing them a chance to remedy the outcome. We will then work with the subcontractor's representative until the deficiency has been addressed to our satisfaction. The subcontractor's performance and the associated corrective action will be documented and maintained in the project file. In the event of a second occurrence, a similar corrective action process will be followed, and the subcontractor will be provided a Letter of Warning. In the event of a third occurrence, the corrective action process described above will be followed, and the subcontractor will be eliminated from our pool of preferred subcontractors. A suitable replacement will also be vetted and added to the pool of p referred subcontractor's pending approval from the client.
Our QA/QC evaluations will also include consideration of the subcontractor's record of performance with health and safety issues. From a project management perspective, a periodic review of the project's health and safety program will be made, and we will encourage subcontractors to offer improvements to the health and safety provisions of the job. At the conclusion of each project, our project team will conduct a critical evaluation of the project and subcontractor's performance. Subcontractors consistently demonstrating less than satisfactory performance will not be shown preference on future projects.

B. What experience do you have serving clients within the State of Arizona?
By all estimates, over 95% of the asbestos, lead and indoor air quality services we provide from our offices in Phoenix, Flagstaff, and Tucson are commissioned by Arizona-based public and private sector clientele for projects located throughout the State. WT’s similar experience includes indefinite delivery, indefinite quantity contracts with the ADEQ Statewide Asbestos and Lead (2018-Current), Arizona State University Asbestos and Lead Consultant 2019-Current), Maricopa County (1998-current), The Paradise Valley School District (2016-2020), City of Phoenix, Asbestos and Lead On-Call Services (2021-2023), and the City of Scottsdale, Hazardous Materials Testing, Risk Assessments, and Clearance (2016- Current). WT has also provided long-term consulting services to Northern Arizona University in Flagstaff, Arizona State University in Tempe, and the University of Arizona in Tucson. Additionally, WT has provided services to a multitude of school districts across the state, including Alhambra, Amphitheatre, Apache Junction Unified, Ash Fork Unified, Bagdad, Buckeye Elementary, Creighton, Flagstaff Unified, Ganado Unified, Kayenta Unified, Maricopa Unified, St. Johns Unified, Saddle Mountain, Tuba City Unified, and West-Mec.
C. What is the range in size of your current clients?
Our clients range from small business interests to national retail/franchise operations, and from small rural government offices to large state agencies. We highlighted some of the government-sector clients in response to B, above. Additionally, we provide on-call services for due diligence, asbestos, and construction engineering to franchise corporations like McDonald’s, large commercial development interests like Opus, and to healthcare interests like the Phoenix Indian Medical Center. We have also provided small-scale lead and indoor air quality services to selected private homeowners throughout Arizona.
D. Provide two (2) examples that exhibit your experience with different types and sizes of Asbestos, Lead, and Mold Consultant and Abatement related services for clients?
We offer two client/project examples for consideration. The City of Scottsdale project illustrates our experience with smaller-scale, short duration projects with similarly limited budgets. The Northern Arizona University example provides an illustration of our capabilities to provide long-term, multi-disciplined projects over extended delivery schedules.
City of Scottsdale, Hazardous Materials Testing, Risk Assessment & Clearance Testing, Various Locations in the City of Scottsdale
Under the City of Scottsdale On-Call contract, WT performs hazardous materials, risk assessments and clearance testing for the environmental assistance program for low income housing residents during housing repairs and remodels. LBP testing and limited asbestos surveys are performed on materials effected by renovations including roofing materials, door and window sealants, drywall and ceramic materials. During field work, suspect ACM and LBP samples are obtained and delivered to the laboratory for analysis. Risk assessments are performed with dust wipes and soils samples in the lead contaminated suspect areas as part of clearance testing. After laboratory data review, the final report is generated. Northern Arizona University, Asbestos Abatement Oversight, Campus Heights #50
NAU’s current Environmental Risk Management team currently competitively bids the majority of the environmental services using Arizona State Contract approved vendors. WT has a near 20-year history of being an approved Arizona State Contract vendor for asbestos and lead services. WT has been awarded more than 95% of the competitively bid environmental projects at NAU.
WT has completed 30 Asbestos Abatement Oversight & Clearance Testing projects in the last two years, as well as two New Building Material Asbestos Surveys. One of the recently completed Asbestos Abatement Oversight & Clearance Testing projects was performed at NAU Campus Heights #50. The site consists of six buildings with a total of 82, one- and two-bedroom apartments for students. The asbestos abatement scope included the removal of 29,175 square feet of asbestos-containing floor tile and associated mastic as well as an unspecified amount of thermal system insulation (TSI) anticipated within the plumbing chases of each of the 82 showers in the apartments on both the first and second floors. The project was presented with a very short time line, 80 calendar days total, and 34 calendar days for Asbestos Abatement. Based on the provided scope and historical abatement projects on this site with WT’s involvement, WT’s approach to bidding anticipated the following: 14 total containments (2 to 3 apartments per containment), 82 glove bags (1 in each apartment), 14 clearance events, 28 days of area air monitoring outside of containments, 5 days of full time abatement oversight, 2 weekend days of part time clearance testing (anticipating the completion of abatement late on Friday that would need air clearances prior to Monday) and same day analysis of Phase Contract Microscopy (PCM) air samples in our AIHA approved laboratory (AIHA #10588). We anticipated regular meetings with the Client and General Contractor and that we would be working directly or closely with the Abatement Contractor, Demolition Contractor and the Plumbing Contractor to assist in anticipating problems and assist in resolving the identified issues to preserve the compressed schedule required by NAU.
Upon award of the project, the WT Project Principal attended multiple site walks and video meetings prior to project start to identify the team’s expectations and concerns. The Project Principal was present on the project on days 1 through 3 to make sure that the start went well and attended weekly video meetings with the construction team and Client project manager to discuss progress and 7-day outlook. By day two of the project, the Demolition Contractor had a concern about wall mastic not identified by NAU in the asbestos inspection report. WT communicated the concerns to NAU and recommended additional sampling. NAU concurred and requested WT to perform the additional sampling, including lead testing of the porcelain tubs prior to disposal. WT collected representative samples and the rush analysis, including polarized light microscopy (PLM) and point count analysis, revealed that the mastic was negative for asbestos and the drywall texture contained trace amounts (less than 1%) of chrysotile.
E. How long have you provided goods/services to your longest tenured client?
WT’s longest tenured client using our asbestos, lead-based paint, and indoor air quality services is Northern Arizona University, with assignments dating back over 20 years.

F. With what relevant trade and/or professional associations are you involved? How does this participation give you an advantage over your competition?
Western Technologies participates in a multitude of professional associations throughout Arizona, including technically specific organizations geared towards environmental matters, including asbestos, lead and indoor air quality, as well as client-related organizations that address the interests, needs, and trends of our clientele. A short list of the key organizations follows:
American Industrial Hygiene Association (AIHA) – Technical organization focused on occupational safety providing in-person and web-based seminars and presentations about current trends in health and safety in the workplace.
The Indoor Air Quality Association (IAQA) – A technical organization specializing in indoor air quality issues, including microbial, chemical, and physical exposure considerations. Given the overall absence of regulatory guidance with indoor air quality, this organization provides a leadership role in disseminating best practices.
Environmental Professionals of Arizona (EPAZ) – A technical organization with a wide range of focus including environmental management and investigation, as well as workplace exposure, asbestos, lead, and indoor air quality. We particularly appreciate this organization given the quality of their two-day annual conference, community outreach, and provisions for sponsorship of up and coming young professionals.
Environmental Information Association, AZ Chapter (EIA-AZ) - EIA’s multidisciplinary membership collects, generates and disseminates information concerning environmental and occupational health hazards in the built environment to property owners and operators, interested professionals and the public. This organization provides state of art information on methods development within the industry, as well as an opportunity to reach out to concern building owners and occupants, including the government sector.
Valley Partnership – An industry-sector organization that provides current trends and analysis in the Greater Phoenix Metropolitan area, and opportunities to meet with industry partners and government representatives of local communities.
LAI Land Economics Society – This professional planning association provides details on current planning trends throughout the valley, as well as anticipated economic impacts. Land use and development can affect overall quality of life issues in our communities, but in our built environment as well. This valuable organization allows Western the stay abreast of coming trends. We meet many professionals involved in the LEED building certification industry, who we can assist with expert sampling to address the indoor air quality requirement of that process.
Pinal Partnership - An industry-sector organization that provides current trends and analysis in the Greater Pinal County Region, and offers opportunities to meet with industry partners and government representatives of local communities;
Fighter Country Foundation (FCF) @ Luke Air Force Base - The FCF supports and promotes the men, women, and families of Luke Air Force Base. They enhance the morale and well-being, culture and tradition of LAFB by building positive, long-term relationships between the Luke AFB community and the Valley of the Sun. Participation in this organization provides an opportunity to “give back” to the military community.
Certified Commercial Investment Member (CCIM) – This is a Tucson-focused, client organization that provides information about the latest trends in economics and commercial investments.

Building Owners and Managers Association (BOMA) – BOMA focusses on current issues and challenges for the management and operation of commercial spaces. Meetings provide opportunities to discuss management strategies with indoor air quality for building occupants, and to learn about the latest trends in building operations.
Tucson Chamber of Commerce – The Tucson Chamber of Commerce promotes relationships between the private and public sectors through regular mixers and committees. WT participates in various group events as well as the Military Affairs Committee (a liaison between service members and the Tucson community) and the Construction/Design Roundtable committee (a group focusing on community and workforce development);
Building Insight, Leadership, & Development (BILD) – This organization consists of a blend of industry-sector leaders and government representatives that discusses current trends, needs, and methods for overall community development.
Western Technologies’ participation in these organizations give us opportunities to build meaningful relationships with peers and people we serve, both in the private and public sector. Our participation in the professional/technical organizations such as AIHA, IAQA, EPAZ, EPAZ, and EIA-AZ provides us with continuing education opportunities for our staff, and the ability to revise and improve methods of delivering client service. Subjects typically presented at organizational meetings include regulatory changes, new contaminant listings, and new products/services. Involvement with trade organizations such as Valley Partnership, LAI Land Economics Society, Pinal Partnership, CCIM, BOMA, and BILD provide WT’s staff the opportunity to gain knowledge with members of client-based groups, which increases trust and clarity about what their needs are and how we can help. Trade organizations also participate in a variety of community events, allowing WT to interact with industry peers, outside of project constraints and market competition, truly getting to know each other on a personal level. FCF is another great organization, and while the mission is focused on serving those that serve at Luke Air Force Base, the members of FCF are all members of professional and trade organizations, thus providing further opportunities to know our clients and peers. It is WT’s position that the advantage we gain from not just participation, but active involvement in organizations, is that our clients can find comfort in knowing that they are working with people they know and who are fellow members of the community. Information gained, is knowledge provided to the people we serve through superior level service that exceeds our competition.
