About this file
This document is an Attachment 12: Pricing Document for Solicitation No. BPM004287, issued by the Arizona Department of Environmental Quality (ADEQ) located in Phoenix, Arizona. The solicitation is for a Statewide Asbestos, Lead, and Mold Consultant and Abatement Services contract.
The pricing document outlines the methodology for deriving labor and laboratory rates, with the offeror proposing rates based on recent burden rates from similar services for the Arizona Department of Transportation and comparing them to general commercial unit rates. The document includes provisions for prompt payment discounts and requires the offeror to enter a one-dollar ($1) unit price in the Arizona Procurement Portal (APP) system to validate the bid. The laboratory rates strategy involves offering multiple rates from different service providers to provide "best price" options, with flexibility based on project size, location, and specific technical requirements. An example provided is using Fiberquant Analytical for PLM analysis on surveys with friable materials, which can offer cost benefits and efficient sample processing.

On this page Offeror to include one (1) or two (2) paragraphs describing how Offeror derived the rates proposed in Exhibit A-Pricing sheet.
Labor Rates - Rates were derived from a combination of burden rates recently proposed on similar services for asbestos and lead testing on roadway clearance projects for the Arizona Department of Transportation (through Del sol Group), and a comparison to our general commercial unit rates.
Since some of the burdened rates were above the general commercial rates, we adjust the rates downward to the general rates. Also, we included additional rates to provide a narrower unit rate increase between labor classifications to provide more price flexibility when responding to task assignment offers.

Laboratory Rates – The requested services rely heavily on laboratory analysis, and we chose to offer multiple rates for similar laboratory analysis from several service providers. The use of these multiple rates will allow us to provide “best price” options on the scope of services offered, depending on the size of the project, the location of the project, and the specific technical requirements of the proposed services. Some of these labs offer slightly different levels of service, and in some instances, those service levels may provide cost benefits on budgets. A good example would be the use of Fiberquant Analytical for PLM analysis on surveys with significant numbers of friable materials, specifically drywall, since they will automatically point count those samples at no additional cost or extension of schedule. Another factor will be whether combined services like asbestos and lead, or asbestos and mold (since asbestos testing will be required prior to disturbing mold-contaminated building materials) are needed on a project. We will be able to select the best laboratory to provide those combined services.
