About this file

This is a Request for Proposals for Professional Design Services submitted by the City of New London, Connecticut, seeking qualified design firms to provide landscape architectural, civil engineering, MEP, stormwater, and green infrastructure design services for the Atlantic Street Park, a new public linear park in downtown New London. The project scope encompasses eight phases from site survey and investigations through construction administration. A mandatory pre-proposal conference is scheduled for June 26, 2026, at 10:00 a.m. on-site. Written questions are due by July 2, 2026, at 4:00 p.m. EST, with responses to be issued by July 8, 2026. Proposals are due July 17, 2026, at 2:00 p.m. EST. Contract selection and execution are anticipated for August 10 and August 19, 2026, respectively. The planning phase budget is $250,000, which covers all services through 60% Design Development and associated site investigations (Phases 1.0 through 3.0), with future construction costs anticipated to exceed $1,000,000.

The project is funded by the Connecticut Department of Economic and Community Development Community Investment Fund 2030 planning grant. Professional liability insurance of $1,000,000 per claim/$2,000,000 aggregate, commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate, and statutory workers' compensation insurance are required. Minority and Women's Business Enterprises are encouraged to apply, and the contract is subject to Connecticut state spending allocation goals and compliance requirements including good faith efforts to employ MBE subcontractors on future construction phases. Future construction phases will trigger full DECD construction-grant compliance requirements including prevailing wage, CHRO good-faith-effort and set-asides, DAS prequalification, and bonding. Proposals are evaluated on transmittal letter (5 points), firm qualifications and experience (40 points), project understanding and approach (40 points), and project schedule (15 points). Award will be made to the lowest responsible, qualified proposer, with fee proposals requested only from short-listed firms after qualifications are evaluated. All deliverables become the City's property upon final payment.
