About this file
This file contains renderings for the Atlantic Street Park design project solicited by the City of New London, Connecticut. The renderings serve as visual representations of the proposed landscape architectural, civil engineering, MEP, stormwater, and green infrastructure design for the new public linear park located along Atlantic Street in downtown New London. These visualization materials support the design proposal submission process, with proposals due July 17, 2026, at 2:00 p.m. EST. A mandatory pre-proposal conference is scheduled for June 26, 2026, at 10:00 a.m. on-site. Written questions regarding the project must be submitted by July 2, 2026, at 4:00 p.m. EST, with responses issued by July 8. Contract selection and execution are anticipated for August 10 and August 19, 2026, respectively. The design scope encompasses eight phases from site survey and investigations through construction administration.
The planning phase budget is $250,000, funded by the Connecticut Department of Economic and Community Development Community Investment Fund 2030 planning grant, covering all services through 60% Design Development and associated site investigations (Phases 1.0 through 3.0), plus grant positioning deliverables including visualization packages and technical documentation. Future construction costs are anticipated to exceed $1,000,000, triggering full DECD construction-grant compliance requirements including prevailing wage, CHRO good-faith-effort and set-asides, and DAS prequalification. Minority and Women's Business Enterprises are encouraged to apply. The selected design firm must maintain professional liability insurance of $1,000,000 per claim/$2,000,000 aggregate and commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate. Evaluation criteria include transmittal letter (5 points), firm qualifications and experience (40 points), project understanding and approach (40 points), and project schedule (15 points). Award will be made to the lowest responsible, qualified proposer. All deliverables become the City's property upon final payment.
