About this file
This is an addendum to a Request for Qualifications (RFQ) issued by the City of New London, Connecticut, for professional design services for the Atlantic Street Park. The City is soliciting proposals from qualified professional design firms or teams to provide comprehensive landscape architectural, civil engineering, mechanical/electrical/plumbing (MEP), stormwater and green infrastructure, and related professional design services for a new public linear park along Atlantic Street in downtown New London. The RFQ was released on June 12, 2026, with a mandatory pre-proposal meeting scheduled for June 26, 2026, at 10:00 a.m. on-site at Atlantic Street. The question submission deadline is July 2, 2026, at 4:00 p.m., and proposals are due July 17, 2026, at 2:00 p.m. via the City's e-Procurement Portal. Proposals will be opened virtually via OpenGov and Zoom, with award anticipated for August 10, 2026, and contract execution by August 19, 2026. The scope of work encompasses eight phases, from site survey and investigations through construction administration.
The planning phase budget is $250,000, funded by the Connecticut Department of Economic and Community Development Community Investment Fund 2030 planning grant, covering all services through 60% Design Development and associated site investigations (Phases 1.0 through 3.0), plus grant positioning deliverables. Future construction costs are anticipated to exceed $1,000,000, which will trigger full DECD construction-grant compliance requirements including prevailing wage, good-faith-effort and set-asides for minority and women's business enterprises, DAS prequalification, and bonding. Proposals are evaluated on transmittal letter (5 points), firm qualifications and experience (40 points), project understanding and approach (40 points), and project schedule (15 points), with award to the lowest responsible, qualified proposer. The design professional must hold proper professional credentials and maintain professional liability insurance of $1,000,000 per claim / $2,000,000 aggregate, commercial general liability of $1,000,000 per occurrence / $2,000,000 aggregate, and statutory workers' compensation. Fee proposals will be requested only from short-listed firms after qualifications are evaluated, and all deliverables become the City's property upon final payment.
