2. BACKGROUND
The purpose of this Construction Security Plan (CSP) is to propose applications that directly contribute to the performance objectives for this facility.
a. The facility will be constructed so that it:
i. Is functional and meets all applicable operational requirements
ii. Has integrity; is designed and constructed to prevent technical compromise
iii. Is void of devices embedded into the building during construction
iv. Identifies and mitigates other vulnerabilities
v. Protects mission personnel, equipment, data, processes, and other missions
b. Construction Site Security (CSS) measures are required throughout this timeframe to monitor the site and construction activities in order to mitigate security threats as determined by the Construction Security Plan (CSP). Specific CSS measures fall under the direction of the designated security representatives: Accreditation Official (AO), Site Security Manager (SSM) and Construction Surveillance Technician (CST) staff. The performance objectives of CSS for this project are to ensure the end building is functional, has integrity, and successfully protects mission personnel.
c. The proposed CSP is expected to meet these objectives through a risk-based rationale to obtain the highest level of security at the lowest cost. The testing protocols for the CSP will be timely, adequate, sustainable, and cost effective. This process shall be maintained for the entire project life cycle.
Although there is latitude to revise the CSP criteria, the performance objectives outlined above shall not be waived.
2.1 ORGANIZATIONAL ROLES AND RESPONSIBILITIES
2.1.1 United States Africa Command (USAFRICOM)
USAFRICOM will occupy the facility. The USAFRICOM Site Security Officer (SSO) will determine its appropriate staff for each referenced task or responsibility. USAFRICOM is the owner of the facility and
