FACTORS TO BE EVALUATED: Technical, Past Performance, and Price
FACTOR I Technical – Acceptable/Unacceptable FACTOR II Past Performance FACTOR II Price
Technical Acceptable/Unacceptable Ratings
Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation
Factor 1: Technical
Offers will be evaluated to determine compliance with all requirements of the solicitation, including any attachments and exhibits. The evaluation criteria will be applied to all offers in the same manner.
Each proposal will be evaluated strictly in accordance with its content; the Government will not assume that performance will include areas not specified in the offeror’s written proposal. An offer must clearly meet all requirements (no partial offers shall be considered) to be considered “technically acceptable”. Technical proposal clearly meets the minimum requirements of the solicitation will be rated acceptable when it demonstrates a sound, rational, effective and efficient technical approach and when the application of the proposed methodology demonstrates:
(1) Element 1: The ability to effectively integrate the tasks outlined in the PWS
(2) Element 2: Personnel/Staffing: A personnel/staffing approach that adequately addresses the required labor skills and ability to establish manning levels for day-to-day operations over the life of the contract.
(3) Element 3: The offeror’s approach to conducting comprehensive quality control methods and practices. The Government will evaluate the extent to which the offeror’s quality control methods are in accordance with the PWS and to ensure the provision of quality services without heavy reliance on Government inspection. The Government will also evaluate to ensure the offeror provides procedures to monitor performance, identify discrepancies, and take corrective action to prevent reoccurrences.
(4) Element 4: This factor will be rated as acceptable based on the offeror’s past or current experience in managing or performing same or similar services as required by the solicitation. Technical experience will be evaluated as a pass/fail based on company’s experience. The
W91WFU-16-T-0004
company must have two (2) years experience in Custodial Services relevant to size, scope and magnitude of this requirement within the past three (3) years.
Factor 2: Past Performance
Past Performance shall be evaluated using the following ratings:
Past Performance Evaluation Ratings
Rating Description Acceptable Based on the offeror’s performance record, the
Government has a reasonable expectation that the offeror will successfully perform the required effort or the offeror’s performance record is unknown. (See note below.)
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
In the event that an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
Factor 3: Price
Proposals determined to be technically acceptable and have acceptable past performance will be evaluated for price reasonableness. The Contract will then be awarded to the lowest priced technically acceptable offeror.
b) Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government will evaluate offerors for award purposes by adding the total price for all options to the total price for the basic requirement. To account for the option period(s) possible under FAR Clause 52.217-8 (maximum six months), Option to Extend Services, the Government will take the price for all CLINs of the final option period, prorate it to a six month value and add it to the sum of all CLINs (base plus all option periods). This amount will be the total evaluated price. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Additional Information The Government reserves the right to award without discussions. Accordingly, Offerors are advised to submit their most favorable proposal or best effort as their initial offer. If award is made without discussions, proposal revisions will not be permitted. If, during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, Offeror responses to Evaluation Notices (ENs) and the Final Proposal Revision (FPR) will beconsidered in making the source selection decision. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. The Government reserves the right to enter discussions at any time during evaluations. If the Offeror’s proposal has been evaluated as acceptable at the time discussions are closed, any changes or exceptions in the Final Proposal Revision are subject to evaluation and may introduce risk that the Offeror’s proposal be determined unacceptable and ineligible for award.
Failure to meet the requirements of the solicitation may result in an offer being determined nonresponsive and only responsive proposals will be considered. Offerors must clearly identify any exception to the soli-citation terms and conditions and provide complete accompanying rationale. By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors.
The Government reserves the right to conduct a pre-award survey on a prospective contractor(s) to determine their ability to perform. Offerors are advised that accomplishment of a pre-award survey is not to be construed as an indication of award.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
