A. BASIS FOR AWARD
This is a best value (tradeoff) source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 13 and using some of the procedures of FAR Part 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and the Army Federal Acquisition Regulation Supplement (AFARS). The Government will select the best overall offer based upon an integrated assessment of three (3) evaluation factors: Technical Capability, Past Performance and Price. The Technical Capability Factor is more important than the Past Performance Factor. Within Factor 1 (Technical Capability), Sub-Factor a (Technical Approach/Design) is significantly more important than Sub-Factor b (Key Personnel). The Price factor is equal to Technical capability factor. The Past Performance Factor is less important than the Technical Capability and Pricing Factor. Technical Capability and Price factor combined are more important than past performance. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for all the Technical Capability Factor (to include all sub-factors). Technical Capability and Pricing Factor combined are more important than Past Performance.
As a basis for award, trade-offs between price and non-price factors are permitted. THEREFORE, THE
GOVERNMENT RESERVES THE RIGHT TO AWARD TO OTHER THAN THE LOWEST PROPOSED
PRICE.. The greater the equality of proposals within the non-cost factors, the more important price becomes in selecting the best value to the Government. The Government will evaluate proposed prices for reasonableness using cost and/or price analysis technique s. The Government intends to award one contract as a result of this solicitation.
In order to be considered for award, Offerors must attend a site visit of Conmy Hall on 25 March 2019 at 11:00am or 2:30pm. Only Offerors who attend a site visit on 25 March will be considered for award.
B. FACTORS AND SUB-FACTORS TO BE EVALUATED
Award will be made to the Offeror whose proposal is most advantageous to the Government based upon an integrated assessment of the evaluation factors and sub-factors described below. Below are the evaluation factors and sub-factors that will be used to evaluate each proposal.
Factor 1 - Technical Capability. The Technical Capability Factor is further divided into the following sub-factors:
a. Sub-Factor a - Technical Approach and Design.
b. Sub-Factor b - Key Personnel.
Evaluation of the Offeror’s proposal shall address each sub-factor as it applies to the Statement of Work (SOW) and other requirements of the solicitation. A detailed explanation of the criteria for the evaluation is set forth in the “Evaluation Approach”, Paragraph C of this section.
Factor 2 - Past Performance. Each Offeror’s past performance will be reviewed to determine relevancy, evaluated for quality, and a confidence assessment will be made.
Factor 3 - Price. The techniques and procedures described under FAR Part 15.404-1 will be used to evaluate price reasonableness.
C. EVALUATION APPROACH
1. Technical Capability Factor. The overarching evaluation approach for all factors and sub-factors is as follows:
Adequacy of Response. The proposal will be evaluated to determine whether the Offeror’s methods and approach have adequately and completely considered and satisfied the requirements specified in the RFP. The proposal will be evaluated to determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submission section of the RFP.
Feasibility of Approach. The proposal will be evaluated to determine the extent to which the proposed approach is workable and the end results achievable. The proposal will be evaluated to determine the extent to which the Offeror is expected to be able to successfully complete the proposed tasks and technical requirements within the required schedule.
The Technical Capability Factor is divided into the following sub-factors:
a. Sub-Factor a, Technical Approach and Design: This sub-factor evaluates the Offeror’s proposed technical approach for the basic contract period and the proposed design of the, Lighting and Audio support structure and floor projection system. The evaluation will focus on the following:
(i) Utilization of space in the design and implementation of proposed equipment.
(ii) Utilization of energy efficient proposed equipment.
(iii) The qualities of the proposed equipment contribution to providing high quality concert and theatrical events.
Audio: Special attention will be paid to the overall design approach in limiting the main and fill speakers from interfering with the sightlines of the LED wall. The quality of the audio coverage of the facility, along with the ability to isolate the floor coverage from the main seating area and the main seating area from the floor will also be evaluated. The approach of tying the new system to the existing infrastructure will also be evaluated.
Lighting: The overall lighting fixture placement and design will be evaluated for the ability to cover the main performance area efficiently and effectively. The selection of the appropriate follow spot type will be evaluated for appropriate focal length and fan noise output (the follow spots do not need to be LED).
b. Sub-Factor b, Key Personnel: This sub-factor evaluates the Offeror’s Key Personnel. The evaluation will focus on the resumes of Key Personnel as described below.
The following Key Personnel will be evaluated under Sub-Factor b –Project Manager, Technicians , System Integrator and Lighting Control. The Government will evaluate the resumes of Key Personnel to determine the extent they demonstrate experience with the SOW requirements and meet or exceed the minimum qualifications stated in the Subsection 3.2 of the SOW. The Government will also evaluate an Offeror’s narrative describing the certifications and experience of its Key Personnel in addition to the submitted resumes. The Government will evaluate the extent to which the Key Personnel have knowledge and experience providing/installing Lightning and Floor Projection Systems.
In order to provide the Offeror with an understanding of the value assigned by the Government, the criteria are being included below. The evaluation methodology to be used is the Combined Technical/Risk Rating. A single rating for each Technical Capability Sub-Factor will be assigned. From those single ratings, an overall Technical Capability Factor rating will be determined.
The Combined Technical/Risk Ratings, excerpted below focus on the strengths, deficiencies, weaknesses, risks and uncertainties of the Offeror's proposal. The color rating depicts how well the Offeror’s proposal meets the requirements. This rating scale will be used to evaluate Factor 1 – Technical Capability (and its sub-factors).
2. Past Performance Factor. The Government will evaluate the Offeror’s record of past three (3) years and current performance on existing CPARS information to ascertain the probability of successfully performing the required efforts of the SOW.
a. The Government will focus its inquiries on the Offeror’s record of performance as it relates to all solicitation requirements, including price, schedule, performance and management of major subcontractors (those that will lbe responsible for 10% or more of the requirement),. A significant achievement, problem or lack of relevant data in any element of the work can become an important consideration in the evaluation process. When recent and relevant past
TABLE 1 – COMBINED TECHNICAL/RISK RATINGS
Color Rating Description
Blue Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Purple Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Yellow Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Red Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable.
performance history is absent or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the Offeror will be assigned an “unknown confidence rating” and the proposal will not be evaluated either favorably or unfavorably on past performance. The Government may use data provided by the Offeror in its proposal and data obtained from other sources, including data in Government files or data obtained through interviews with personnel familiar with the contractor and their current and past performance under Federal, State or Local government or commercial contracts for same or similar services as compared to the North American Industry Classification System (NAICS) 335129 Data used in conducting performance risk assessments shall not extend past three years prior to the issue date of the RFP, but may include performance data generated during the past three years without regard to the contract award date.
b. The Past Performance Factor considers the Offerors’ demonstrated recent and relevant record of performance in supplying products and services that meet the contract requirements. There are two aspects to the past performance evaluation: relevancy and performance confidence assessment.
(i) Relevancy. The first aspect of the past performance evaluation is to assess the Offeror’s past performance to determine how relevant a recent effort accomplished by the Offeror is to the effort to be acquired through the source selection. Relevancy is not separately rated; however, the below criteria will be used to establish what is relevant which shall include similarity of service/support, dollar value and contract type.
Past Performance Relevancy Ratings
Rating Definition
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
(ii) Quality Assessment. The evaluation team will assess the quality of the Offeror’s past performance on those relevant/recent efforts that were determined relevant by determining how well the contractor performed on the contracts. Documented results from Past Performance Questionnaires, interviews, CPARS, and other sources form the support and basis for this assessment.
(iii) Performance Confidence Assessment. The final step is for the team to arrive at a single consensus performance confidence assessment for the Offeror, selecting the most appropriate rating from the chart below. This rating considers the assessed quality of the relevant/recent efforts gathered.
Performance Confidence Assessments Rating Definition
Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral) No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
3. Pricing Factor. The contract will be a single award firm-fixed price contract.
Price will be evaluated for completeness and reasonableness using the techniques in FAR 15.404-1(b)(2). No adjectival ratings will be used to evaluate Price. Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 15.404-1(b). In as much as the best value offer will be determined through tradeoff analysis, the Government is not bound to award to the lowest evaluated price.
The techniques and procedures described under FAR 15.404-1 will be the primary means of assessing price reasonableness. Reasonableness is defined as follows: The Government will evaluate the price reasonableness of the Offeror's proposed price in accordance with the definition in FAR 31.201-3. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of a competitive business.
