FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items – Brand Name Justification and Approval
Contracting Activity: Mission and Installation Contracting Command, Fort Belvoir (MICC-FB), 9410 Jackson Loop, Fort Belvoir, VA 22060
Description of Action: Military District of Washington, Washington DC (MDW) requests a firm fixed price contract for the purchase of an integrated sound system and an integrated theatrical lighting system in Conmy Hall, Joint Base Myer, Henderson Hall (JBM-HH), Fort Myer, Virginia. The Government projects award for 15 April 2019 and fiscal year 2019, funds type (e.g., Other Procurement) funds will be used. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d) (i) (B).
Description of Supplies/Services: Conmy Hall is the United States Army’s premier indoor ceremonial facility and is located on historic Joint Base Myer-Henderson Hall(Fort Myer), Virginia. Conmy Hall is used as an indoor venue for The White House (WH), Department of Defense (DOD), Department of the Army (DA) and U.S. Army Military District of Washington-Joint Force Headquarters-National Capital Region (USAMDW/JFHQ-NCR) ceremonies, exercise support, musical performances, and special events. The facility is also used by The 3rd United States Infantry Regiment "The Old Guard” (TOG) and The United States Army Band "Pershing’s Own” (TUSAB) for ceremonial training and special events.
The requirement package and systems design supports the sound system and visual display (Theatrical Lighting) required for a series of applications including presentations, official military ceremonial reviews, drills, multi-media theatrical productions, musical performances, and award ceremonies. The estimated price is $ of which $ is for brand name equipment.
The specifications require concert-grade performance sound systems and lighting packages to include engineering, equipment, installation, testing and services. A theater sound design approach is envisioned to replace the current system. The system will be designed to provide a high quality audio experience for those in attendance and will be designed to provide high-reliability and consistent operation for multiple event types.
Conmy Hall is a 35,000 square foot historic brick structure configured to conduct indoor ceremonial and special events. It consists of a rectangular polyurethane performance floor approximately 125 feet wide by 225 feet long surrounded on three sides by theatrical style seating area (1200 person capacity). The brick back wall serves as a backdrop for the ceremonial activities/parades and also accommodates the two large entry doors that enable marching elements to enter and exit the performance floor. The lighting system is currently comprised of an ETC dimming system with approximately 768 dimmers and an ETC lighting console. There is a 12” inch by 12” inch by 20’ foot (plus corner blocks) custom built Thomas truss system running the length and width of the performance area, approximately 23 feet off of the concrete floor (the bottom of the trussing is approximately 21’ feet off the concrete floor). The current sound system can best be described as a sports hall loudspeaker system.

Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR 13.5 and FAR 11.105(a). The particular brand names are essential to the Government’s requirements, and market research indicates other companies’ similar products do not meet, or cannot be modified to meet, the agency’s needs.
Reason for Authority Cited: The MDW has decided to standardize Conmy Hall’s sound system and visual display equipment based on the brand name equipment listed in paragraph 3 above. Using equipment other than the brand name equipment specified in paragraph 3 will result in a substantial duplication of costs that would not be recovered through competition. The duplication of costs is quantified and described below:
Audio System Requirements – d&b audio system and associated equipment.
d&b audiotechnik and associated equipment are an audio industry standard that utilize distinct frequency processing, digital amplification and speaker enclosure design that delivers the quality and reliability that meet the standard of performances that are held in Conmy Hall. As with most modern audio systems that utilize digital amplification and processing, the equipment is proprietary in nature and cannot be easily or seamlessly integrated into a different manufacturer’s system.
The required d&b system, as envisioned and installed, will have enough flexibility to support nearly all of the events that would be conducted in Conmy Hall. The events that would require additional audio equipment to support (large concerts, theatrical performances, etc.) could be provided by The United States Army Band (TUSAB) which currently has more than $ worth of d&b equipment in their inventory.
As required, the Conmy Hall and TUSAB d&b audio systems and associated equipment could be utilized together at a substantial savings to the Government by eliminating the need to buy a more robust audio system that tries to take every performance scenario into account. Currently the antiquated audio system in Conmy Hall is not compatible with TUSAB’s d&b equipment which results in rental fees for their concert and theatrical events as well as events conducted separately from TUSAB (POTUS, MWR, JFHQ-NCR, etc.). This results in audio system rental fees that average
$ per year and challenges in calculating the power required by different vendors and the location of their required infrastructure (amp racks, consoles, etc.).
There are efficiencies gained in having systems that are compatible and familiar, the first of which is that the systems can be designed, managed and operated by Government personnel, eliminating the need for hiring system engineers. There would be a significant reduction in man hours required to wire systems and power requirements will not be an issue due to the ability to use the same amplification and processing as the required d&b system, being able to leverage the same systems that would already be in place.
If Conmy Hall could not use the TUSAB-owned d&b equipment there would be an additional cost to the Government of approximately $ to procure the required equipment for all of the possible system requirements that may be needed for various performances. If TUSAB had to procure a new audio system that would be compatible with a different non-d&b system in Conmy Hall, there would be an additional cost of more than $ which would profoundly affect their ability to support hundreds of other missions by utilizing potentially sub-standard equipment.
Audio System Requirements – Dante.
Dante is a combination of software, hardware, and network protocols that deliver uncompressed, multi-channel, low-latency digital audio over a standard Ethernet network using Layer 3 IP packets.
The required audio system equipment that is Dante protocol compatible, must utilize Dante. This allows centralized control of peripheral equipment such as audio consoles, wireless microphone systems, etc.
There is audio equipment currently in use within Conmy Hall that is not being replaced which heavily utilizes Dante to communicate between systems. This equipment is valued at $ and is less than one year old. There is no fiscally responsible way to justify replacing this equipment or eliminating the efficiencies gained by utilizing Dante. There is no substantial cost to make equipment Dante compatible, but it is important that it is available.
Lighting System Requirements – ETC Lighting Fixtures (Source 4 & Color Source PAR)
The required lighting equipment will consist of ETC Source 4 LUSTR 2, professional theatrical lighting fixtures. The Source 4 LUSTR 2 fixtures are the brightest, most consistent professional quality LED fixtures available. These fixtures are a direct replacement for the 200 existing ETC Source 4 (incandescent/Halogen) theatrical lighting fixtures that are currently in use in Conmy Hall. The existing fixtures are more than 14 years old and utilize a 575W- 750W Halogen lamp that draws a significant amount of power and generates a tremendous amount of heat. These two factors are the reason that a switch to a more energy efficient LED light source makes good fiscal sense. The LED Source 4 lighting fixtures utilize approximately 15% of the power of the original Source 4 and emits 2% of the heat. This differential results in lower power consumption and far less stress on building climate control systems.
Conmy Hall currently uses 18 of the newer ETC Source 4 LUSTR 2 fixtures that are specified within the SOW. These fixtures, with all associated hardware and cabling, represent approximately $ worth of existing infrastructure that will not be replaced.
The 18 ETC Source 4 LUSTR 2 utilize LED emitters (light source) are unique to each manufacturer. Color temperature (measured in degrees of Kelvin) cannot easily be matched between brands. If a different, lower quality fixture were to be purchased, there would be a noticeable difference in the color temperature that is produced. These differences are exceptionally noticeable on television broadcasts, which are frequently produced in Conmy Hall. Additionally, these existing Source 4 LUSTR 2 fixtures are programmed into hundreds of lighting “cues” and cue lists, requiring dozens, if not hundreds of man hours to reproduce for other brands.
Each of the existing original lighting 200 ETC Source 4 Halogen fixtures has a lens tube that is interchangeable with the new Source 4 LUSTR 2. The lens tubes are categorized by light beam degree (19° lens, 26° lens, 36° lens, etc.) so that the pattern/size of light beam may be adjusted for different uses without the need of having an entire lighting fixture in stock for each degree required. The 200 existing lenses represent approximately $ of existing equipment that will not have to be replaced if the ETC Source 4 LUSTR 2 fixtures are purchased.
There are no other professional LED lighting fixtures that can accept the lens tubes that are currently in use within Conmy Hall which would negate thebenefit of keeping the still serviceable equipment.
If the requested lighting fixtures are not purchased as part of this proposal, there would be an additional cost to the Government of more than $ plus the lost man hours.
Lighting System Requirements – Moving Head Fixtures Martin/MAC Martin moving head lighting fixtures are remotely programmable, color changing
professional lighting fixtures that are used in a variety of ways to create lighting effects.
These fixtures are used in musical performances, theatrical productions and provide the ability to use far fewer instruments to achieve the same effect. Because these fixtures may be remotely positioned and focused, they providean infinite number of areas they can light, which makes them invaluable for last minute changes which are inherent in the type of support required in Conmy Hall.
Conmy Hall currently utilizes multiple MAC moving head fixtures for performances, ceremonies and other events of national and international significance. These fixtures share some of the same characteristics as the Source 4 LUSTR 2 lights, in that each light manufacturer utilizes its own type of emitters, which will not match color temperature or intensity exactly, nor will the fixtures move or reposition at the same speed, which will result in a visually unacceptable television or live event.
The existing MAC moving head fixtures, with all associated costs, total approximately $ , which would have to be repurchased in another lower quality brand to be able to achieve the same affect. The same waste of man hours, reprogramming all new effects for a lower quality manufacturer would result as with the ETC fixtures discussed earlier.
Lighting System Requirements – Lighting Consoles
Conmy Hall currently utilizes a High End Hog 4 lighting console and Playback wing. This console was purchased in 2016 and is fully functional and appropriate for the intended use. However, since that time, it has been identified that there is a need for additional consoles due to multiple locations of use.
These consoles have been programmed to accommodate more than 30 unique productions, requiring hundreds of man hours to achieve the final production standard. If these exact consoles are not purchased, an additional cost of $ would be incurred in this proposal to buy a different manufacturer’s console. Additionally, there would be hundreds of hours of operator training to learn how to utilize a different console (no two manufacturers use a universal programming protocol).
Lighting System Requirements – DMX Gateways
Conmy Hall currently utilizes 13 Pro Plex IQ One 8 DMX Gateways for distribution of DMX throughout the lighting system. The gateways provide input/output locations for the LED and moving head lighting fixtures currently utilized within the facility.
It is essential that Pro Plex IQ One 8 DMX Gateways be used to eliminate any possibility of signal mismatch, redundancy and other problems that occur when utilizing products from different manufacturers.
The existing 13 Pro Plex IQ One 8 DMX Gateways represent approximately
$65,000 worth of existing infrastructure that would have to be repurchased if the ProPlex IQ One 8 DMX Gateways were not purchased. There would also be additional labor charges for running all new control cable, mounting the units and programming the units. These costs could be upwards of an additional $ . These costs would potentially add a total of $ to the cost of this effort.
