SUMMARY OF CHANGES

SECTION 00 10 00 - SOLICITATION

The following have been added by full text:

SECTIONS L & M

Section L Instructions to Offerors Technical Capability: Offerors shall submit a detailed technical proposal that will enable the technical evaluator to determine that the Offeror understands the over scope and project requirements and has an acceptable technical approach to satisfy same.

Past Performance: Offerors must provide past performance information, to include recent and relevant contracts for the same or similar type projects, including references (POC name, phone number, e‐mail address).

Pricing: Offerors shall submit detailed price proposals broken out as follows: Direct Material, Direct Labor, Subcontractor labor, equipment, bonds (bond price and rate), overhead (dollar amount and rate), profit (dollar amount and rate), and any other significant pricing elements that will facilitate comparative price analysis.

Section M Evaluation of Offers

(a) The Government will award a contract resulting from this solicitation to the responsible HUBZone business offeror that submits the lowest priced, technically acceptable offer. Only those proposals determined to be technically acceptable and have acceptable past performance, either initially or as a result of discussions, will be considered for award. For proposals determined acceptable in technical capability and past performance, an award will be made to the lowest priced offer. All offers will be evaluated with the following factors:

Technical capability: Technical acceptability is defined as the offeror’s demonstration that it meets all minimum requirements of the solicitation. There are no sub factors. Proposals will be assigned a factor rating of “acceptable” or “unacceptable”.

Price: Price will be evaluated for completeness and reasonableness. Price reasonableness will be determined based on the offeror’s total overall price. No adjectival ratings will be used to evaluate price.

Past Performance: Past performance will be rated on an “acceptable” or “unacceptable” basis using the ratings in Table 1.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

Intentional failure to provide past performance reference information will also be a basis for a finding of unacceptability.

Past performance shall be evaluated to determine whether the offeror’s present/past performance is recent, and relevant to the effort to be acquired. The offerors’ Past Performance shall also be evaluated on the basis of quality.

To be considered recent, the offeror shall present past performance that has occurred within the last 3 years of

W91QV118R0077

solicitation issuance. To be considered relevant, the offeror shall present past performance that demonstrates experience with either installation or inspection/testing/maintenance of fire detection, fire suppression and control systems, sprinkler systems and other related systems. To be considered having an acceptable quality of past performance, the Past Performance evaluations must provide evidence of ratings and performance no less than acceptable.

Table 1: Past Performance Acceptable/Unacceptable Rating Method

“Acceptable”: Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

“Unacceptable”: Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
