SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The following have been added by full text:

W91QF0-17-B-0003 is extended from January 17, 2018 to January 22, 2018. The Bid time remains 1:00 PM Eastern standart time (EST).

The date and time for the submission of questions has passed. No other questions will be answered.

Questions and answers received from the posting of the solicitation and the site visit held on January 5, 2018 are as follows:

Question 1: Refer to Section B, CLIN Pricing Sheet. CLIN 0001, General Admin, Community, Training & Education Services, the quantity list as 3,039,440 square foot. What buildings are associated with these locations, we need building numbers to accurately price CLIN 0001?

Answer 1: TE-B is the reference. All rows under the Column “BLDG #” highlighted in Red, correlate with SSP A at the bottom of the sheet are “General Admin, Community, Training, and Educational Services; all rows under Column “BLDG #” highlighted in Green, correlate with SSP B are “Child Care, Youth & Youth Gymnasiums”; all rows under Column “BLDG #” highlighted in Blue, correlate with SSP C are “Fitness Centers”.

Question 2: Refer to Section B, CLIN Pricing Sheet. CLIN 0004, what is considered “Above Baseline Services”?

Answer 2: “Above Baseline Services” shall be considered all “Additional Services” found in the pages of TE-C and TE-D. This services are ‘additional’ services standardized by Installation Management Command (IMCOM) operation order 15-089, found in TE-E.

Question 3: In TE - A you provide a list of buildings but do not identify them as to level of service or by name. Just the department assigned to. Please clarify.

Answer 3: TE-A is solely for the purposes of identifying the buildings where the contract is to be performed as well as offer information about a buildings special considerations and constraints.

Question 4: TE - B. You identify the flooring type, tell us the total square footage of the building, tell us how much square footage is not in the contract by floor but you do not identify by floor type what is not in the contract. Please clarify.

Answer 4: TE-B contains a Column “NC”, Not in Contract, which is excess square footage of the building that services will not be provided. You will find “NC” in Dark Grey highlighted areas of each Floor Plan of TE-D visually displaying the areas of the buildings that are not in the contract.

Question 5: TE - C. In providing the Task & Frequency for the various areas you show restroom fixture cleaning, drinking fountains, window washing, fixture cleaning, light fixture cleaning, and special services. In none of the exhibits are we provided with the number of restroom fixtures by facility, number of drinking fountains, number of windows to be washed by facility, and number of light fixtures to be cleaned by facility. Please clarify. Next under special services you say to see note but the notes tell us the total square footage and brief instructions but we are not provided with the square footage for any of the special services. Also the square footage provided under special services include all footage included that which is NC. Please clarify.

Answer 5: In TE-C the square footage is the total area to be cleaned and may be also referenced in TE-B at the intersect of Column “Total” and Row “Total” for each respective building. While the exhibits do not verbally communicate a numerical value of fixture units, TE-D visually displays locations of fixtures, such as drinking fountains, in each floor of the building.

Question 6: TE - D. While the floor plans are a great help we do not see any notes where there are drinking fountains we are required to clean.

Answer 6: See “Answer 5”.

Question 7: TE - E. The requirements for tasks and frequency listed here do not coincide with the requirements listed by each facility in TE - C. Which takes precedence?

Answer 7: TE-C shall take precedence over TE- E.

Question 8: In Section B - Supplies or Services and Prices it shows six (6) CLINs that are to be priced. Are we to assume that all space that is not considered Child Care or Fitness Centers fall under General Admin?

Answer 8: In general terms, yes, however with your use of “all space”, that would not include areas of TE-B under Column “NC” and/or areas of TE-D annotated with “NC” and shaded Dark Grey in color.

Question 9: In Section B - Supplies or Services and Prices there is a CLIN for "Above Baseline Services" and the pricing is by square footage and shows it to be approximately 40% in size and quantity to the square footage for "Above Baseline Services". In looking at the PWS there is no explanation as to what "Above Baseline Services" include. Please clarify.

Answer 9: Above baseline services, also known as Additional Services, require the same tasks to be performed as listed in the PWS, identified in TE-C, and displayed in TE-D.

Question 10: In Section B - Supplies or Services and Prices under CLIN X005 we are to price it by the Hour. Is this the cost of an individual janitor hour or a crew? If crew, how many constitute a crew?

Answer 10: The number of crew members are determined by the contractor.

Question 11: In Section B - Supplies or Services and Prices under CLIN X006 we are to price it by the Hour for Special Event Services. Is this hourly price for an individual or a crew? If crew, how many individuals constitute a crew?

Answer 11: The number of crew members are determined by the Contractor.

Question 12: Technical Exhibits A and B, list the total contract baseline flooring square footage as 683,805.29 square feet. In Section B - Supplies or Services and Prices of the solicitation we see the following figures.

Line Item Square Footage (by Year) Square Footage (by Month) Item 0001 3,039,440.00 253,286.67 Item 0002 136,820.00 11,401.67 Item 0003 183,895.00 15,324.58 Item 0004 8,261,152.50 688,429.38 Grand Total 11,621,307.50 968,442.29

Only Item 0004 comes close to the square footage described in TEs A & B. Please explain the differences between the numbers provided in the Technical Exhibits and Section B of the solicitation. How do the contract line item numbers correlate to the building listed in the TEs?

Answer 12: Please use the values listed in the Technical Exhibits for CLIN 1,2,3,4.

Question 13: W91FQ0-17-B-0003, on page 50 of the solicitation it states in 6.6.2 that there are attachments 1-4 but there are no attachments included in the detail packages, Where can I find those attachments?

Answer 13: These can be found on FedBizOpps with the solicitation.

Question 14: On the floor plan and frequency charts, building 122 has a total sq. ft. of 149,752.15, but when I added the sq. ft. myself I came up with a total almost double the sq. ft.

total, this is also true of building 650. Has any sq. ft. been added to building 122 or building 650 within the past 5 years? Can you give me the total cleanable sq. ft. for these two buildings (122, 650)?

Answer 14: Ensure that you are paying attention to the square footage of the standard baseline frequencies, and the also looking for the areas that are labeled “additional services”. A drawing showing both the baseline services, and then one for each area showing the additional services is provided.

Question 15: I cannot find a floor plan for building 38, please provide?

Answer 15: The building number is incorrectly labeled on the floor plan. It is shown as Building 23, when it should have been 38. Likewise the following sheet has custodial task ID as C-004 when should be the same as the second floor of Building 46, C-005.

Question 16: I do not see anywhere there is a list of the number of stairways and elevators in the various buildings. Please clarify?

Answer 16: Stairs and elevators are indicated on the floor plans along with the fountains and other restroom fixtures for roughly 95% of the drawings.

Question 17: What building numbers and/or floors fall under Clin 0001 and Clin 0004?

Answer 17: See Answer 1 and Answer 4 for clarification. If the Task and Frequency charts state in the heading “Additional Services” then it is CLIN 4. If the Task and Frequency chart indicates in the heading “SSP – A” Then it will be CLIN 1.

Question 18: I understand the base year contract is for 11 months; however, the square foot and amount of hour estimates doesn't coincide with the amount of months on Clins 0001 through 0006. Please clarify.

Answer 18: The contract is for a one (1) year Base. .

Question 19: What Clin numbers should we apply the pricing for Youth Center Building # 459 and Outdoor Recreation Building # 860?

Answer 19: Building 459, will bill against CLIN 0002 and so on respectively. Building 860, will bill against CLIN 0001.

Question 20: Where should we apply the pricing for the designated buildings on TE C requiring additional services?

Answer 20: Additional Services will be billed against CLIN 0004.

Question 21: Reference EX square feet for Building 309 lists 2210.06 and the floor plan for this building shows 872 square feet. Please clarify.

Answer 21: You’re looking at only the second floor total for that building.

Question 22: In reviewing the Instructions to Offers, I did not see a requirement for Past Performance References or a Past Performance Questionnaire. Can your office please confirm that this will not be a requirement?

Answer 22: This requirement is an Invitation for Bid. Past Performance References or Past performance Questionnaire’s are not required.

Question 23: Could you advise if the site population and foot traffic vary by season/semester?

If so, do you have a rough estimate of high season/low season periods and daily staff/users on the premises?

Answer 23: Site population for approximately 11 month of the year stay rather stable.

There are times that some buildings receive more occupancy than normal but standard baseline services and additional (above baseline) services control the cleaning response, not the amount of people they receive.

Question 24: Based on the above question, do you have a rough estimate of monthly or annual supplies, e.g. light bulbs, paper products, plastic liners, chemical, etc. being procured, particularly for the largest utilized buildings.

Answer 24: No.

Question 25: Could you advise on the contract value of the current contract?

Answer 25: Information on the current contract can be obtained by submitting a Freedom of Information Act (FOIA) request.

Question 26: Please advise if there are any critical issues or areas of focus where you would like to see improvement.

Answer 26: TE-A shows the critical areas would be high visibility buildings and Youth Services. All of the buildings are entitled to the same level of performance and quality.

Question 27: Will there be a designated handover period between the incumbent contractor and the new contractor to ensure a smooth transition?

Answer 27: There will be a 30 day Phase-In/Phase-Out between the Incumbent Contractor and the new Contractor.

NOTE: The total pricing for the Base Year and the Four (4) option years shall be annotated on the table below. Pricing of Contract Line Item Numbers (CLINs) 0001-0007 shall be recorded on the Base Year with the subsequent CLINs recored for the respective option years.
