LLDR 3 Sample Hardware Submission Requirements
The following are needed to characterize the offeror’s Sample Hardware:
1. A quick reference card for the Sample Hardware outlining basic operation of the LLDR 3.
2. A wired or wireless digital video output capability to access full bit depth video from the LLDR 3 sample hardware. If wired, a minimum of one (1) cable shall be provided to access the digital video.
The content of the thermal Camera/Sight digital video output shall contain the full bit depth raw non-uniformity corrected video before any post-processing is applied. If post processing algorithms are applied in the sample hardware prior to display of the imagery to the user, (e.g. Modulation Transfer Function (MTF) boost) an additional digital video output is required that contains the post-processed video. Visible digital video output shall contain the raw Bayer output (the camera output prior to demosaicing), a description of the demosaicing process (including algorithm details), and the full demosaiced and color balanced motion imagery. The content of all sets of digital video shall consist of sequential frames at a constant frame rate. It is desired that the output be at the frame rate of the system. The digital video output shall include an ability to exclude all symbology, including the reticle overlay. An external hardware interface may be used to access the digital data. The Offeror shall provide the interface, frame grabber (if output format is not Camera Link) and hardware (if output format is not Camera Link), and commands necessary to access the data.
3. One NVThermIP input deck for fair weather conditions (Table 4, Performance Specification) and one corresponding output deck shall be submitted for the LLDR 3 Sample Hardware. The decks shall include Offeror measured values for the Pre-Sample (includes the Objective Lens Assembly and Detector) Modulation Transfer Function (MTF), the Eyepiece MTF, 3D Noise, and Spectral Response. The Offeror shall provide measured values for Pre-Sample MTF, 3D Noise, and Spectral Response in all sample hardware NVThermIP input decks to support range modeling. The Offeror may use NVLabCap to perform the Pre-Sample MTF and 3D Noise measurements, if desired. NVLabCap is a MS Windows 7 based software package for performing electro-optical measurements developed by NVESD. NVLabCap has support for the following vendors for video and image capture: Blackmagic Design, Matrox, Bitflow, EDT, Epix, Euresys, Imperx, National Instruments IMAQ and IMAQdx (including GigE Vision and USB Vision), and Teledyne DALSA. Additionally, NVLabCap supports communication to test hardware from CI Systems, EOI, and SBIR. A copy of NVLabCap can be obtained by contacting NVESD through the dedicated email address: oss@nvl.army.mil. The Offeror shall annotate measurement method for Pre- Sample MTF, 3D Noise and Spectral Response with their submitted range modeling input data.
4. For the color day camera, one SSCamIP input deck for fair weather conditions (Table 4, Performance Specification) and one corresponding output deck shall be submitted for the LLDR 3 Sample Hardware.
The decks shall include Offeror measured values for the effective monochromatic Pre-Sample MTF, estimated Effective Demosaic (Post-Sample) MTF and FOV for the sample hardware system. All range modeling using SSCamIP, should use measured MTF values at the Pre- and Post-Sample. The Pre-Sample MTF for a Bayer sampling pattern corresponds to the MTF prior to demosaicing. Demosaicing is included as a Post-Sample MTF. The effective monochromatic MTF can be measured either 1.) Through the Bayer pattern (using the correct scaling factors for each color channel and root sum squaring their respective measured MTFs) or 2.) White balancing on a daylight spectrum source (6500K color

temperature) creating a monochromatic image without demosaicing for MTF measurement. As part of the hardware evaluation, the Offeror shall provide the raw Bayer output (the camera output prior to demosaicing), a description of the demosaicing process (including algorithm details), and the full demosaiced and color balanced imagery as part of their submitted data.
5. For the SWIR camera, one SSCamIP input deck for fair weather conditions (Table 4, Performance Specification) and one corresponding output deck shall be submitted for the LLDR 3 Sample Hardware .
The decks shall include Offeror measured values for the effective monochromatic Pre-Sample MTF and FOV for the sample hardware system. All range modeling using SSCamIP, should use measured MTF values at the Pre-Sample.
How the Government will conduct the evaluation of the LLDR 3 Sample Hardware:
1. For the thermal Camera/Sight, the Government will verify/validate Pre-Sample MTF, and 3D Noise measured values using NVLabCap and Spectral Response will be verified using OMNIC software onboard the FTIR spectrometer. The Government will use the measured values for Pre-Sample MTF, 3D Noise, and Spectral Response taken from the Sample Hardware to create another Sample Hardware NVThermIP input deck for evaluation. The output of this Government deck will be compared to the Sample Hardware output deck provided by the Offeror.
2. For the Visible and SWIR Camera, the Government will verify/validate the Pre-Sample MTF on the digital output, FOV and Instantaneous FOV. The Government will use the measured values taken from the Sample Hardware to create another Sample Hardware SSCamIP input deck for evaluation. The output of this Government deck will be compared to the Sample Hardware output deck provided by the Offeror.
3. For the Laser Rangefinder and Designator, the Government will characterize the following parameters: Laser Wavelength, Pulse Energy, Pulse Duration (FWHM), Number of Pulses averaged, Beam Divergence and Receiver Field of View. Based on these measurements, the Government will calculate and verify the Laser Peak Output Power as well as determine the laser class level.
4. For the Target Location Error, refer to LLDR 3 Performance Specification, Attachment J.3-H.
5. The Sample Hardware will be subjected to additional lab ambient measurements and outdoor conditions as part of the overall assessment. These Evaluation Matrix Parameters include Day / Night Range, GPS Card Crypto-Key Loading, Battery Power, LLDR 3 System Level Set-Up Process, and Modularity Attachment Method. The measured values, demonstrated performance, analyzed data, comparison between the Offeror measured/modeled values and the Government measured/modeled values and the associated Sample Hardware narrative will factor into the overall assessment of the Sample Hardware subfactor, as outlined in Section M of the RFP.
