Questions and Answers Related to Labor
Question 8:
How many full time personnel are supporting the current effort?
Due to the performance based nature of the contract, offerors should submit the best proposed independent labor mix to the Government that will best meet the requirements of the PWS in the current solicitation. Historically, the following labor categories have been utilized on this effort (Note – this does not indicate that they are required nor needed to fulfill requirements with the current PWS): Statistical Analyst, Data Analyst, Administrative Support Specialist, Program Manager, Internet Support Analyst, and/or Software Integrator.
Question 9:
Can you provide the number of personnel currently providing this support by the labor category besides the two key personnel identified in the PWS?
Question 14:
There are only two key personnel identified for this effort. Is this a complete list, or can you please identify all labor categories required?
Question 15:
Can you please identify the number of FTEs required per job category?
Question 50:
RFP Section B. Will the Government consider further defining the level of effort, or does the Government want the offeror to decide the level of support/number of employees needed to accomplish the tasks in the PWS? For example, an offeror could provide any number of employees to accomplish the task in PWS 5.9.1, depending on how much support the Government needs.
Question 51:
PWS 1.6.9. Does the government have a list of labor categories that are needed? The wording of the Key Personnel section makes it seem as if there is a missing list of labor categories.
Question 80:
Will historical workload data be provided so the level of effort can be determined?
Question 96:
In Section B, CLIN 0001 is for “labor” (as are the four associated option CLINs). Please provide a more definitive identification of the specific requirement that the offerors are required to price in CLIN 0001 since it does not appear to be clear from the Solicitation or the Performance Work Statement (PWS) exactly what the magnitude of work is, or the number/type of personnel that will be required to perform it. Without a more definitive identification of the requirement, it would appear to be very difficult for the Government to effectively evaluate the offerors’ Technical and Price Proposals on a “level-playing field”, and would appear to provide the incumbent with an unfair competitive advantage. Furthermore, it is noted that many of the PWS provisions say “as required”, as do most of the deliverables listed in Technical Exhibit 2 of the PWS. It is also not clear why only the Web Hosting aspect of the requirement has a separate CLIN (i.e., 0002).
Question 97:
Please clarify the contractor’s staffing obligation as set forth in paragraph 1.6.4 of the PWS which states that “[t]he contractor is responsible for performing work eight and a half hours Monday thru Friday with a half hour for lunch except Federal holidays or when the Government facility is closed…The contractor shall have employees present during the core hours of 0730 to 1700 hours” (emphasis added). Does this mean that each employee must work eight and a half hours each day, or that the contractor must have staff available for the nine and a half core hours’ time period, and that individual employees can work an eight hour day?
Question: 113 Besides the requirement for key personnel, what has been the LOE historically per year?
