SUBMISSION INSTRUCTIONS
SECTION M - EVALUATION FACTORS FOR AWARD
BASIS OF AWARD
SECTION M: EVALUATION OF OFFERORS
BASIS FOR AWARD
The Government will utilize a Lowest Price Technical Acceptable (LPTA) evaluation method for this requirement.
The Government intends to award a single award to the responder who is deemed responsible in accordance with the FAR, whose proposal conforms to the requirements, and provides the lowest price to satisfy the requirements in accordance with the Performance Work Statement. Responses that fail to address all the requirements set forth in the PWS will be rejected.
The Government will evaluate responses strictly in accordance with this PWS and the underlying evaluation criteria and will not assume that performance will include areas not specified in the offeror's proposal.
The Government reserves the right to reject a response upon initial submission and to not consider it for award if required data is absent or the data received conveys a misunderstanding of the requirement. An offeror may eliminate a deficiency in its response only through discussions; however, the Government intends to award the task order without discussions. Therefore, each initial response should contain the offeror's best terms from a cost and technical standpoint. If revised responses are requested, they will be evaluated against the same criteria as were the initial offers.
FACTOR I. TECHNICAL
Sub-factor 1- UNDERSTANDING OF THE REQUIREMENT – The Government will evaluate the offeror’s understanding of the work to be performed in accordance with the PWS.
Sub-factor 2- PERSONNEL - The Government will evaluate the experience and qualifications of all contractor personnel, to include resumes for key personnel identified in paragraph 1.6.9 of the PWS.
Sub-factor 3 – CORPORATE EXPERIENCE - The Government will evaluate the offeror’s experience with work of a similar nature, scope, complexity, and difficulty to that which will be performed under the prospective contract contemplated by this solicitation.
Sub-factor 4 – START-UP AND PHASE OUT PLAN - The Government will evaluate the Start-Up Plan submitted by the offeror to determine if it contains a reasonable, realistic approach for assuming full contractual responsibility without disruption or degradation of performance. In addition the government will evaluate the Phase-Out Plan submitted by the offeror based on how it demonstrates the offeror’s ability to enable a smooth transition to replacement services when the contract period of performance ends.
Sub-factor 5: QUALITY CONTROL PLAN - The Government will evaluate how the offeror intends to monitor, inspect, and correct deficiencies for the requirements of the PWS.
FACTOR II. PAST PERFORMANCE: The Government will evaluate past performance of 3 current or previous contracts for relevancy (3 years) based on how well the contractor performed on projects of similar dollar value, scope, and complexity. Offerors are advised that the Government may use past performance information obtained from centralized past performance databases and sources other than those identified by the offeror and the information obtained may be used for both the responsibility determination and the best value decision. The absence of past performance data will be rated neither favorably nor unfavorably. Contracts listed may include those entered into with Government agencies or private sectors. For contractors with no relevant corporate past performance, the Government may take into account information regarding the past performance of predecessor companies, key personnel with relevant past performance, or subcontractors that will perform key aspects of the requirement. The Government will evaluate the Past Performance Elements specified in the Past Performance Questionnaire(add section of the solicitation which will include the questionnaire).
FACTOR III – PRICE: The Government will evaluate offers for award purposes by adding the total of all CLIN prices, including all options to ensure that pricing is not unbalanced. Price will be evaluated for completeness and reasonableness using the techniques in FAR 15.404-1(b) (2). Price will become significantly more important as technical ratings approach equality.
