Section LSection M
The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to the address how the Offeror intends to meet these requirements. Offerors shall assume that the government has no prior knowledge of theirexperience, and will base its evaluation on the information presented in the offeror’s proposal. The offeror will provide a clear table of contents/matrix that identifies key elements within the proposal where the offeror intends to articulate their approach to the execution of specific tasks.Award will be based on a best value, Lowest-Price Technically Acceptable (LPTA) determination as this requirement is clearly definable and the risk of unsuccessful contract performance is low. Therefore, cost or price will be the deciding factor in this source selection, after establishment of technical and past performance acceptability. The Government may award without discussions. Therefore, the Offerors’ initial proposals should contain the Offerors’ best terms from a cost and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; and may waive informalities and minor irregularities in the offers received. The Organizational Conflict of Interest (OCI) Risk Mitigation Plan will be assessed by the Contracting Officer as part of a responsibility determination. Based on the OCI Risk Identification Plan information required in Section L, if the Contracting Officer determines that the offeror has an OCI that cannot be mitigated, then the offeror may not be eligible for award.
Page Limitations. Proposal contents that exceed the stated page limitations will be removed from the proposal by the Contracting Officer, prior to turning the proposal over to the Government evaluation teams, and will not be considered in the evaluation. Each factor shall be submitted as a separate volume.Volume 1: Page Limitation of 10 Pages

Volume 2: Page Limitation of 50 Pages Volume 3: Page Limitation of 10 Pages Volume 4: Page limitation of 10 pages

Volume 1: GeneralFor any potential conflicts of interest, the offeror shall provide a mitigation plan to be reviewed and approved by the Contracting Officer. The mitigation plan shall provide verifiable means of eliminating any significant conflict of interest in the performance of this contract. The mitigation plan shall also describe the contractor's current policies for identifying, reporting, and preventing future organizational and personal conflicts of interest that might arise in the performance of this contract.
Volume 2: TechnicalFactor 1 - Technical Approach: Acceptable or Unacceptable

Subfactor 1 - Understanding the Requirement: Acceptable or Unacceptable Subfactor 2 - Personnel: Acceptable or Unacceptable

***Offerors must receive an "Acceptable" rating on both Technical subfactors in order to receive an overall Factor 1 - Technical Approach "Acceptable" rating.***
Volume 3: Past PerformanceFactor 2 - Past Performance

Acceptable: Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort or the offeror’s performance record is unknown.

Unacceptable: Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Note - In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

Volume 4: PriceFactor 3 - Cost/Price
Evaluation Criteria: To receive consideration for award, a rating of no less than Acceptable must be achieved for all factors and subfactors. Award will be made to the lowest priced technically acceptable offer.
NOTE: All proposals may not receive a technical evaluation. The Government will evaluate the lowest price proposal for technical and past performance acceptability. If that proposal is deemed to be acceptable, the Government may award without evaluating higher-priced proposals. If the lowest-priced proposal is not otherwise acceptable the Government will evaluate the next lowest priced proposal for acceptability. The Government reserves the right to continue evaluating the lowest priced proposals until a technically acceptable proposal is evaluated and proceed to award. However, the Government also reserves the right to open discussions if such action is deemed in the best interest of the Government.
