1 SCOPE

The Air National Guard (ANG) seeks to implement an enterprise-level Information Transport System (ITS) Design/Build initiative which will provide an integrated, high bandwidth, structured, communications cabling system providing information transport capability to support current and future mission requirements of the ANG as well as the United States Air Force. Using a phased approach, the ANG is procuring, installing, and upgrading all ITS subsystems in accordance with Air Force Combat Information Transport System (CITS) standards at ANG Geographically Separated Units (GSUs). The end state of the comprehensive GSU initiative will be to upgrade all Inside Plant (ISP), Outside Plant (OSP), 2nd Generation Wireless Local Area Network (2GWLAN), and NCC refresh (i.e., net backup, and network switches).

1.1 Tasks

Fulfillment of tasks defined within this initiative must provide all professional and technical personnel as well as materials to perform various planning, site survey, design, technical, construction, documentation, quality control, and certification efforts necessary to comply with this Performance Work Statement.

The programmatic approach for this initiative establishes the following hierarchical sequence for primary tasks:

· Site Survey

· Design

· Installation

· Certification

Communication systems to be addressed in subtasks include:

· Converged Backbone Network

· Inside Plant

· Outside Plant

· 2GWLAN

This enterprise-level initiative will be executed in multiple phases contingent upon available resources and subsequent government budget prioritization. Each phase will include selected locations grouped into bundles.

The first phase will serve to quantify and validate the required LOE at subsequent locations of similar density. For each phase, following the completion of site survey and design tasks, a formal Design Review will be held with affected stakeholders. The results of the Design Review will provide a baseline against which the contractor will develop and submit for COR/COTR review, proposed costs for installation, training, warranty and certification tasks.

NOTE: Contracting Officer (CO) concurrence/approval will be required prior to commencing installation tasks.

1.2 Background

Reflecting the dual roles of the ANG in serving both state-level and federal missions, operational diversity has resulted in many subordinate units being physically separated from their respective host wings. These Geographically Separated Units (GSUs) constitute a significant portion of ANG capability with respect to relevant missions such as homeland defense, operational readiness, and real-world contingency support. These GSU locations included in this project are within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). Each of these organizations has a cyber-centric mission.

Current infrastructure supporting ANG GSUs is inadequate and introduces unacceptable risks with respect to capacity, reliability, and maintainability. The majority of ANG GSUs currently connect to their host installation using a point-to-point (P2P) connection with average bandwidth limited to 3Mbps.

A standardized network baseline, comprehensively detailing network infrastructure at every ANG GSU does not currently exist. Available designs are disparate as-builts, limited in number, and solely document the GSU’s local mission(s) while including specific interdependencies with their host Wing.

1.3 Period of Performance

The period of performance will be twenty four months from date of award.

1.4 Place of Performance

Places of performance are ANG installations as listed in Attachment 2 of this PWS.
