Questions for Role Player FBO post:
Q: I have a question about the Combined Synopsis/Solicitation posted to FBO under solicitation number W912PQ16R0773. Is this a follow‐on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?
A: W912PQ‐14‐M‐0141 and W912PQ‐15‐M‐0070.
Q: Will a tent be required per Task 2 or are there fixed facilities?
A: There is a Hard stand building with bays for the contractor to use however last time they felt it was too far from the Decon area so they used one of their trailers that was positioned closer to the site for their needs.
Q: Can the tent be staked down or is there a requirement for water barrels to hold the tent down?
A: If they use a tent on the grass it can be staked down but if they need it on the hard surface then water barrels will be needed.
Q: Will toilets and transportation be required per the PWS? The site looks small enough to walk everywhere. Can the role players use toilets provided for all others on site or are their own required?
A: There will be porta Jons and hand wash stations placed near the decon area and the hard stand building for all to use. There will be parking outside the gate for role players transportation will be needed to get the role players into the SPTC previous contractors used a 15 pax van and made multiple trips to get all back and forth to their vehicles.
Q: Is there power on site or will generators be needed for tent lighting and power?
A: If they set up near the building there is power if they set up a tent they will have to provide their own power.
Q: Throughout the PWS there is mention of 24-hour ops. However, this is not mentioned in Annex A. Is this a requirement?
A: The HRF EXEVAL is a 24 hour event with night time operations being Notional. I have not seen a start and end time but if will be from breakfast till dinner.
Q: Will there be access to the training site before 6AM? Moulage will take several hours and if all of the people need to be ready at 7AM we would need more than one hour.
A: The site will be open whenever it is need so if they need to get in at 0600 we will have the gate open at that time.
Q: Will the site be open on the weekends for set up and tear down?
A: Yes the site will be open I will be there on the Friday the 10 of June till Saturday the 18th so if anyone needs to be there before the event for set up and after the event to break down the site will be open however it will only be open during normal business hours.
Q: Will EMS be on scene?
A: Yes there will be EMS on site we have contracted an ambulance and it will be on site for the event.
Q: Mannequins are mentioned along with Role Players. Are you referring to the solicitation W912PQ-16-R-0773’s required Mannequins, or are they a requirement in this solicitation?
A: Mannequins will be provided by the Role player contract.
Q: Will the contractor be responsible for supplying hand tools (103T, saw blades..)?
A: S&E Team is supposed to have everything they need to complete their tasks. In the past the contractor has brought their own tools in the event something breaks and cannot be replaced in time to ensure the EXEVAL will be a success but the S&E should have what is needed.
Q: Page 2 – Task 2 references “each” per -ExEval CTE and “each” ExEval
– Could you confirm the number of CTE and ExEvals?
A: I think the "Each" was a typo there is one EXEVAL we use the crawl, walk, run model with the run being the EXEVAL, so the contractor would need to be prepared to do resets between phases of the model.
Q: Could contracting confirm the size of the SCVS venue area and the structure at this time? Is the venue capable of 25 lanes at this time with just enhancements?
A: I don't know the actual size of the site but it has enough room for 25 lanes.
Q: Is the footprint big enough for Lifting and Hauling prop? Not clear A: Site is big enough for Lifting and Hauling props.
Q: Is there a smoother surface wall long enough and tall enough to accommodate the shoring prop and does it have windows and doors? Not clear.
A: The tower is shipping container so it is relativity smooth, there are door and window cut outs not sure if there are actual door and windows.
Q: Annex A indicates the SCVS is located in the middle of an old runway with solid pavement. Rope prop requires tactical rock or firm gravel to land on. Is tactical rock or gravel on site or will it need to be brought in?
A: Not sure if there is tactical rock or gravel on site if there is none it will have to be brought in by the contractor.
Q: The Rope Tower. It is not clear in the pictures whether or not it is inside the container or on top. If on top, are there handrails around for safety?
A: Not 100% sure but I believe the Rope Tower is setup on top with all safety requirements in place.
Q: PWS mentioned a Covered Area
1. Is there a covered area on site that could be used?
2. What size is the area - if providing or using existing?
3. Portable or fixed area – if government is providing?
4. Are generators acceptable for electrical power?
A: There are sunshades not sure of size near the rubble pile pervious contractors brought EZ up tents in the event of bad weather or to get out of the sun. There is no power near the rubble pile the S&E Team has a generator but the contractor will need a generator for their power needs Q: Page 3 and 4: “Pile reset shall include 34 concrete breaching slabs no less than 5x5x6in, with no less than ¼” reinforced rebar. – could the contractor supply 6x4x6in acceptable?
A: The 5x5x6in is the requirement set by NGB Q: Contractor is required to supply one S&E and Safety personnel. Are these personnel included in the 3 SME’s provided for the ExEval, or are they additional for a total of 5 SME’s.
A: SMEs would be additional with different tasks
Q: Two locations are noted on the solicitation, The State Preparedness Training Center (SPTC) site and the Armory. Will there be two fixed sites for the required manikin/moulage role players/Displaced role players or will the contractor have to transport role players to the training sites?
A: No, only moulage site is SPTC at the Armory previous role players were protesters or media type people. Contractor will provide transportation.
Q: Could you give us a location of where the role players are required to park and are there buses available from the parking area to the Moulage tent area?
A: SPTC is an old airport it is fenced in parking will be outside the gate in a parking lot the contractor will have to provide transportation previous contractors used a van and shuttled role players in (NO BUS)
Q: What is the distance from the moulage tent to the venue or venues?
A: The moulage area is a hard stand building it is about 100-150 yard from the DECON area
Q: Is there water and power available at the moulage tent area?
A: Yes
Q: Are Porta-Johns provided or will the contractor need to provide?
A: Yes at the building there are bathroom and we will have Porta-Jons on site
