Question # Question Response
1 Shall cleaners be biodegradable ? Covered in section IV.Performance Requirements E., a. Yes they should be green and/or biodegradable.
2 What is the Projected start date? 1 March, 2024
3 Do you have a budget for this? Yes
Who is the incumbent and the total contract value? Is the contract value below inclusive of the renewal options?
This is a new requirement but is currently covered as part of W912PM20P0033. The previous contract covered both
Falls Lake and Jordan Lake custodial services and was awarded for $436,465.70 to include a base and four option years. The incumbent on that contract is Amani United Services Inc.
As stated in the contract the size of this building is 2,679 sq-ft. After careful review, is there any way you can confirm the square footage in each area of the Lobby Area, Conference Room, and Office space?
Lobby Area - 422 sq ft., Conference Room (minus closet) 388 sq ft, Office (minus closet) 2432 sq ft.
Between April 1 and October 31 we were under the impression that the work would cover 5 days each week. But according to the Appendix C, a checklist of work, there is work scheduled to happen six days each week. Tuesday is the only day that I can see where no work is scheduled. Is this an oversight, or is the daily accurate? Thanks.
In review of Appendix C, the checklists for TAILRACE and BOAT RAMP, TOP OF DAM, ROADWAYS and VAULT TOLIET requires work on MON, WED, FRI, SAT, SUN. TUES and THURS are blank. (5 days) This is the Summer Checklist and there are checklists for separate areas. Removal Of Litter And Debris From Public Use And Operational Areas is 7 days per week during peak season.
The RFP lists peak days and off peak days as 5 and 3 respectively; however under section V.F.A it states exterior cleanings need to be 7 days a week during peak and 4 during off peak. Is this correct?
This was a clarification in that work should be done on holidays during peak season, regardless of the day it falls on, i.e. July 4th falls on Tuesday, then work would be performed on Tuesday and the following day, Wednesday. Weeks without a holiday would be 5 days per week with Tuesday and Thursday as off days during peak season. Off peak season is 3 days per week and Federal holidays are not worked.
Regarding the above section that refers to the primary contractor, it states that the primary contractor is responsible for the onsite supervision of the subcontractor. For clarity, would the primary contractor have to be present daily or can they create their own quality control schedule, (For example weekly visits)?
The primary contractor would need to have someone performing quality control measures to ensure subcontractor is performing work according to the contact. USACE personal will perform quality assurance, but it is upon the primary contractor to ensure work is being performed by any subcontractors is in compliance with the contract.
Does the schedule noted require the contractor to be onsite the entire day or just during the hours required to perform the work?
During the hours of work that is being performed.
I saw in the solicitation it mentions on page 6 of 62 it says "Primary Contractor: The primary contractor is responsible for the onsite supervision of their subcontractors and shall be onsite for the safety and quality enforcement of the contract". I'm not local, do I have to be on site for this?
A representaive safety/quality control person is required to perform daily saftey briefings and for the onsite supervison of contractors or subcontractors. USACE requires daily safety meetings with all employees and contractors that are onsite to ensure a safe workplace.
