MUST CURRENTLY POSSESS A SECRET CLEARANCE TO ACCESS ANY OF THE BUILDINGS

REFERENCED IN THE PERFORMANCE WORK STATEMENT. ATTENDEEES WITHOUT A SECRET

CLEARANCE WILL NOT BE ALLOWED IN ANY OF THE BUILDINGS. PLEASE REVISIT CLAUSE 52.212-

1 FOR REVISED SITE SURVEY INSTRUCTIONS.]

2. Do you require a certain brand-name security system?

[NO, BUT IT MUST MEET THE TECHNICAL REQUIREMENTS AS IDENTIFIED IN APPROPRIATE

DOD/ARMY/US GOVERNMENT GUIDANCE.]

3. Will the U.S. MP's monitor the alarms within one of the 4 facilities or at a different location?

[DIFFERENT LOCATION AS ARTICULATED IN THE PWS.]

4. Is there a layout to determine how many sensors to include motion and doors?

[NO, HOWEVER, AS INDICATED IN THE PERFORMANCE WORK STATEMENT, BUILDING DRAWINGS

ARE AVAILABLE UNPON REQUEST, AFTER THE SUBMISSION OF AN NDA.]

5. Please provide an agenda or schedule for the Site Visit scheduled on Wednesday, 24 February 2016. How many hours will be allocated to surveying the buildings?

[THE SITE VISIT WILL GUIDE VENDORS THROUGH EACH OF THE BUILDINGS REFERENCED IN THE

PERFORAMCE WORK STATEMENT ONLY, AND SHOULD LAST APPROXIMATELY ONE HOUR ONCE

INSTALLATION ACCESS IS OBTAINED. NO SCHEDULE OR AGENDA IS AVAILABLE AT THIS TIME.

ONCE A RESERVATION HAS BEEN MADE TO ATTEND THE SITE VISIT, ADDITIONAL DETAILS WILL

BE PROVIDED AS TO HOW TO GAIN INSTALLATION ACCESS, ETC. BECAUSE THIS IS NOT AN

"INDUSTRY DAY," QUESTIONS REGARDING THE SOLICITATION WILL NOT BE ANSWERED. THIS

SITE VISIT IS TO ALLOW VENDORS TO VIEW THE SITE ONLY.]

6. What is the time zone associated with the bid close date?

[PROPOSALS ARE DUE10 MARCH 2016 AT 2:00 PM LOCAL TIME. LOCAL TIME ZONE IS UTC+01:00 AMSTERDAM, BERLIN, BERN, ROME, STOCKHOLM, VIENNA. THIS TRANSLATES TO 10 MARCH 2016

REQUIRED NDA THAT MUST BE SUBMITTED WITH THIS REQUEST HAS BEEN MADE AVAILABLE

AS A "PACKAGE" ON THE FED BIZ OPS (FBO) POST ASSOCIATED WITH THIS SOLICITATION.]

9. Box 10 of the SF1449 form lists the acquisition as unrestricted; however, a size standard of $20.5M is also listed, which seems to contradict the unrestricted designation. Please clarify.

[THIS IS AN UNRESTRICTED REQUIREMENT. THE SIZE STANDARD INDICATED ON THE SF 1449 IS

ASSOCIATED WITH THE REQUIREMENT NAICS. IT DOES NOT INDICATE ANY RESTRICTIONS

REGARDING COMPETITION FOR THIS REQUIREMENT. HAD THIS REQUIREMENT BEEN SET ASIDE

FOR SMALL BUSINESSES, $20.5M WOULD BE THE SIZE STANDARD; HOWEVER, AS PREVIOUSLY

STATED, THIS REQUIREMENT IS UNRESTRICTED AND IS BEING COMPETED ON A FULL AND OPEN

COMPONENT (TO INCLUDE SENSORS, PREMISE CONTROL UNIT (PCU), CABLING,

ETC.) FROM THE EXISTING SYSTEM WILL BE RE-USED. THE EXISTING SYSTEM

MUST REMAIN FULLY OPERATIONAL DURING THE INSTALLATION AND

ACCEPTED BY THE US GOVERNMENT, THE CURRENT SYSTEM SHALL BE

REMOVED IN ITS ENTIRETY. ANY PERIOD OF TIME WHERE A FACILITY MAY BE

LEFT VULNERABLE (NO ACTIVE SYSTEM) MUST FIRST BE APPROVED BY THE

COR.]

13. Can the government please provide a make and model (part#) of the existing IDS and ACS system controllers. If possible, please provide sample end-point device part numbers for key devices of each the IDS and ACS system.

[THE MAKE & MODEL OF THE EXISTING SYSTEMS ARE IRRELEVANT AS THE
