Questions & Answers No. 4

Q23. What is the project calendar days?

A23. The project must be complete, providing a fully functional wastewater treatment plant, no later than 15 March 2020. The date of contract award will determine the exact number of project calendar days.

Q24. Can old tank bases be left in place if it is not in conflict with new equipment bases?

A24. No. Tank bases must be removed.

Q25. Is there an option to leave the existing storage building in place and if so where would this item be reflected in the cost?

A25. No. Should there be a separate line item associated with that? N/A

Q26. Does item 1 on the bid form include removal of the storage building?

A26. Yes.

Q27. Can we get the dry weight for the existing plant equipment?

A27. The following information is approximate in nature: weight of treatment plant – 36,000 lbs.; weight of tertiary filter – 22,000 lbs.; weight of concrete – 286,255 lbs. = total downward force of empty tanks – 344,255 lbs.

Q28. 2.6.4 – Requires hopper style clarifiers, but drawing shows a self-contained circular clarifier in a tank. Conflicting information. Are Hopper style clarifiers acceptable?

A28. Hopper style clarifiers are acceptable. Alternatives can be submitted so long as they do not reduce the efficiency and plant performance.

2.8.2.2 – Swing joints for the diffusers will not be provided, we will provide a standard pipe drop with a handle to allow for retrieval. Not a question. Section 46 07 53.13, paragraph 2.8.2.2 states, “The diffuser holder assembly shall be of the fixed type or swing-out type.”

2.12 – Chemical dosing is not shown on drawings, we will not be providing, insufficient information. By Others. Not a question. However, chemical dosing is to be provided based on the system proposed, in order to meet the IEPA requirements.

Section 02 01 00, paragraph 3.2 states. “The contractor shall use all appropriate and relative design codes, including but not necessarily limited to The International Building Code (IBC) and all appendices, guides, loading, Unified Facilities Guide Specifications (UFGS), and normal engineering practices to develop the plans and specifications. The plans and specifications shall include all necessary items to construct a complete and usable wastewater treatment facility for all base and optional line items, including, but not necessarily limited to contractor submittal requirements, packaged wastewater treatment equipment, lighting, utilities, pavement, fencing, foundations, demolition, storage, security, and earthwork. Unless specified otherwise in these specifications, the facility, facility equipment, site improvements, etc. shall be designed and constructed to match the quality, functionality, material type, and intent of the existing wastewater treatment facility. All contractor submitted designs, plans, and specifications, shall be certified and approved by the contractor furnished Licensed Professional Engineer.”

Section 46 07 53.13, paragraph 2.2 states, “The Contractor shall furnish and install a complete factory-built moving bed biofilm reactor (MBBR) sewage treatment plant (STP) with all the necessary equipment for the efficient operation of the plant, at the location shown on the drawings. The STP shall consist of an equalization tank, biological reactor, settling tank, disinfection system, aerobic digester, aeration equipment, chemical feed systems, tertiary filtration or dissolve air floatation systems, and other related facilities.”

Section 46 07 53.13, paragraph 2.2.2 states, “The sewage treatment plant shall comply with IEPA Title 35: Subtitle C: Chapter II: Part 370: Illinois Recommended Standards For Sewage Works. The sewage treatment plant supplied must be able to meet the existing NPDES permit requirements. The STP shall meet the minimum requirements set forth by the Illinois Environmental Protection Agency (IEPA) for the Boulder Treatment Plant permit No. IL0025933. The requirements of the permit are listed below.

Section 46 07 53.13, paragraph 2.12 states, “Chemical dosing is required for this system to meet the current effluent requirements. The chemical dosing system will consist of a peristaltic pump rated for the chemical required mounted to an epoxy coated carbon steel stand complete with required components, such as pressure release valve, calibration column and backpressure valve, for a complete installation. The piping will be schedule 80 PVC. A control package will be provided to operate the pump based on activation of the feed pumps to the biological reactor. The chemical dosing volumetric rate will be set by the operator dependent upon the requirements of the biology and the system to meet the permitted effluent limits.”

Q29. 2.15.2 -Flow measuring is specified but no shown on the drawings. We can include the V-Notch weir plate in the chlorination tank. Q. Where is the flow meter to be located? Insufficient information?

A29. Drawings are provided for information only. Per section 02 01 00, paragraph 3.1, “Design and fabrication of the new Wastewater Treatment Facility shall meet the minimum specifications included within this contract and requirements specified herein.” Per section 02 01 00, paragraph 3.2, “The contractor shall use all appropriate and relative design codes, including but not necessarily limited to The International Building Code (IBC) and all appendices, guides, loading, Unified Facilities Guide Specifications (UFGS), and normal engineering practices to develop the plans and specifications. “

Q30. 2.17.1 – Drawings do not show any handrail or decking on top of the plant. It appears that this should be provided. Should we include decking on the entire surface of the plant, and perimeter handrailing?

A30. Drawings are provided for information only. The box shall be fabricated of 1/4 inch steel plate and shall have a suitably sized connection for incoming sludge and outlets for return sludge and waste sludge. The box shall have a hinged plate or adjustable gate that will permit adjustment of flow from zero to 100 percent to either outlet. Plate or gate shall have locking nut and handle. A weir shall be provided on each outlet. Box shall be adequately covered and/or baffled to prevent splashing of the sludge. All joints between walls, bottom, and partitions shall be welded continuously inside and out. After welding, all weld spatter and extreme roughness shall be removed.
