QUESTIONS & ANSWERS NO. 1

Questions & Answers No. 1

Q1. The FBO listings states that this solicitation falls under NAICS Code 221320. The solicitation section 52.204-8 states that the NAICS Code is 562219 with a size standard of $38,500,000. Could you please clarify which NAICS Code this will fall under and the size standard for the small business?

A1. The correct NAICS Code is 221320 with a standard size of $20.5M.

Q2. Please clarify the due date and time in section 13 of the SF1442.

A2. Monday 27 August 2018 at 10:00AM.

Q3. Please clarify as to whether the site superintendent can act as the site safety and health officer as well.

A3. Yes.

Q4. Please confirm that a fulltime site QC Manager with no other duties will be required at the site.

A4. Yes. No other duties will be required of the fulltime site QC Manager.

Q5. Please clarify as to whether this project is exempt from sales taxes.

A5. A sales tax exemption form will be issued to the awardee.

Q6. Please clarify as to whether page 6 of the solicitation is required with the proposal and if so, whether the total for this item is to be the sum of Items 0001-0003 or the sum of Items 0001-0006 from the bid schedule.

A6. All lines items must be priced. Give a sub-total for Line Items 0001 thru 0003 and a sub-total for Line Items 0004 thru 0006, then give a total price for all 6 line items.

Q7. Please confirm that the design of all optional items 0004-0006 is to be included in Item 0002 on the bid schedule.

A7. Yes. Bid item 0002 includes the design of all optional items 0004-0006.

Q8. Plan Sheet C-1 dated July 2018 shows the existing asphalt being removed from the pad of the Wastewater Treatment Plant and the lot out to the road. However, the sheet only shows new asphalt going back in for the pad.

Please clarify.

A8. All pavement should be replaced - please see revised plan sheet (attached). Please note, per the solicitation, pavement and fencing is an optional bid item.

Q9. Plan Sheet P-2 shows the width of the new fence is 29’, therefore the width of the new asphalt pad is 33’. I do not see enough dimensioning to figure the length of the pad. Can you provide a proposed length for the asphalt pad and area of the parking lot (if required)? Also, there is a note about 1272 sf of pavement under the proposed plan. We are unable to calculate where this quality comes from. Can you please clarify the intent?

A9. Plan Sheet P-2 is provided for information only. Guidance and clarification as to the design and fabrication of the new facility can be found in Section 02 01 00, paragraph 3.2 The contractor shall use all appropriate and relative design codes, including but not necessarily limited to The International Building Code (IBC) and all appendices, guides, loading, Unified Facilities Guide Specifications (UFGS), and normal engineering practices to develop the plans and specifications. The plans and specifications shall include all necessary items to construct a complete and usable wastewater treatment facility for all base and optional line items, including, but not necessarily limited to contractor submittal requirements, packaged wastewater treatment equipment, lighting, utilities, pavement, fencing, foundations, demolition, storage, security, and earthwork. Unless specified otherwise in these specifications, the facility, facility equipment, site improvements, etc. shall be designed and constructed to match the quality, functionality, material type, and intent of the existing wastewater treatment facility. All contractor submitted designs, plans, and specifications, shall be certified and approved by the contractor furnished Licensed Professional Engineer.

Q10. Is the pavement section detail shown on Plan Sheet C-1 dated May 1999 still valid? If not, what is the required thicknesses for the Binder and Surface lifts?

A10. Contractor should design pavement per work requirement found in Section 02 01 00, paragraph 3.5.

Pavement and access ways shall be designed to include replacement and compaction of subgrade to an adequate depth in accordance with applicable codes to prevent settlement of final surfaces. Pavement thickness shall be adequately sized to support standard vehicle traffic and tractor-trailer delivery of miscellaneous equipment. All areas within the secured fenced area and between components shall be paved with asphalt. Grades of pavement shall be such so that they do not interfere with intent or operation of equipment and provide sufficient and adequate storm water runoff from the site that does not generate surface erosion upon exit of all runoff. Contractor shall design and install appropriate erosion controls to prevent erosion of surrounding features. All underground piping shall include valve pits or risers at locations of valves. Pavement shall not interfere with any equipment controls or areas requiring typical access for maintenance requirements, adequate access control, panels, or entry points shall be provided through pavement at these locations to provide for reoccurring maintenance. Note: New fence footing and posts shall be installed prior to replacement paving.

Q11. No specifications are provided for the new asphalt, are we following IDOT Specifications for this material?

A11. Pavement work requirement is found in Section 0201 00, paragraph 3.5.

12. Reference: Drawings K-C-5/E-1, K-C-5/E-2, K-C-5/P-1.

Drawings K-C-5/E-1, K-C-5/E-2 do not have a Scale and are in need of a Scale. There is no other way to take off footages for conduit and cable. Is there any chance that the Scale shown on K-C-5/P-1 (0-10’) can be used for K-C- 5/E-1 & K-C-5/E-2?

A12. All drawings included in Exhibit B, including, but not limited to K-C-5/E-1 & K-C-5/E-2 represent the layout of the existing facility, not the requested new facility. Per Section 01 01 00, paragraph 3.3. in the solicitation, "Primary power source from local utility to termination at this stub up shall be converted to three phase power and installed by others. Contractor shall provide installation and connection of all electrical components from the primary power source stub". This solicitation is not requesting new conduit and cable to the extent shown in drawing K-C-E/E-1 - the drawing is merely provided for information only to depict existing conditions.

13. Reference: K-C-5/E-2.

Does the Fixture A and Fixture B come shipped with the Operator’s Building. If not, can we get Model#’s of the preferred Fixtures?

A13. Drawing K-C-5/E-2 represents the existing facility and building, not the requested new facility. This drawing is provided for information only to depict existing conditions. Per Section 02 01 00, paragraph 3.4. in the solicitation, "Fixtures shall be LED".
