About this file
This document includes an amendment to a request for proposal and the related federal contract opportunity. The amendment provides responses to contractor questions regarding specifications for a corrosion control renovation project at the Minnesota Air National Guard facility in Saint Paul, Minnesota. Key details include that the project budget is between $1,000,000 to $5,000,000, it is set aside for small businesses with a NAICS code of 236220 and size standard of $45 million in average annual receipts. A pre-proposal conference was scheduled for May 4, 2023 with site visit to follow. The U.S. Property and Fiscal Office for Minnesota is soliciting proposals for a firm fixed price contract due by an unspecified closing date. The scope of work includes corrosion control renovation and construction services.

NOTICE OF PROPOSED TASK ORDER
REQUEST FOR PROPOSAL
Amendment 04
DATE: 18 May 2023
| PROJECT TITLE & NUMBER: | Corrosion Control |
| PN: QJKL149550 |
1. This amendment is being issued to answer questions.
Spec section 09 67 00, paragraph 2.1, lists number of coats for the fluid applied flooring. The Primer at 4 mils, Build Coat at 12 mils and Topcoat at 2.8 mils are typical for a Hangar Floor. Adding 4 mils for Coat #2 and another 2.8 mils of Urethane for Coat #5 aren’t adding much to the overall system except added cost. Urethanes don’t bond very well (if at all) to other urethane coats. If necessary, the first coat of urethane needs to be abraded to help with bonding and all that is doing is taking mil thickness away from the first urethane coat. Please advise if coats 2 and 5 can be removed.
Response: Bid Design as Specified
Sheet A101A shows a washer and dryer near the cabinet blasters. They are not shown to be GFCI, but there is no equipment spec identifying what we are to provide. Please advise.
Response: Add to your bid (2) 120V circuits from nearest panelboard. Each circuit to be dedicated. Provide conduit, conductors and receptacles. No Ground Fault Circuit Interrupter (GFCI) required by Code unless manufacturer recommends it or Owner requires it.
Dryer and washer will be Government Furnished Contractor Installed (GFCI).
Are there fire alarm (or any low voltage) requirements for this project, specifically the new addition? There is nothing indicated in the plans or specs.
Response: For Low voltage requirements see drawing E-140. Contractor to provide conduits at places shown. Regarding fire alarm, will be addressed through a different contract.
Is the locker room supply duct aluminum as well as the exhaust duct?
Response: The locker room supply ductwork is galvanized. The exhaust ductwork is aluminum.
Why does all of the equipment on the mechanical schedule sheet M-601 have blacked out manufacturers and model numbers?
Response: The manufacture is blacked out due to a rule that states that there can not be a mfg or equal to reference in a spec or drawing, just the salient characteristics of the item or part.
We have a couple of structural steel fabricators asking if they would be allowed to provide materials for this project as they are not ASIC Certified plants and do not participate in the QC3 Accreditation for Welders. They do, however, follow AISC Guidelines for Fabrication & Detailing and have a Quality Control Program & Manual that could be made available for reference. Based on this information, would we be allowed to use their materials if awarded a contract?
Response: Please bid design as specified.
Per Keynote A4 on A101A, please identify what kind of sealing of the existing walls is required and how to quantify the extent of the work. Is it to meet certain fire ratings, sound ratings, etc?
Response: Seal around penetrations in existing walls (structural joists, M/E/P penetrations, etc.) to prevent air (and particles from corrosion control blasting, painting, etc.) from migrating from Corrosion control spaces to rest of the building.
Please provide additional information regarding the paint booths and other equipment with notes “GFCI” tagged to them as seen on Drawing A101A. There is no information that indicates how we could anticipate what the cost impacts would be for us to install this equipment.
Response: Spray booths equipment will be furnished by government.
Will any new equipment require concrete house-keeping pads such as the equipment being placed in Mechanical Room 142? If so, please identify sizes and construction details.
Response: Reference equipment pad dimensions included on sheet M-104. Reference detail B-X-502
Will existing electrical boxes, sprinkler piping, etc that will end up above the new Gypsum Board ceiling in the renovated areas need to be moved/kept accessible? If we are to add access doors, please provide a quantity and the specifications of what you feel will be needed that we should include in our bid.
Response: Electrical - If these boxes are feeding lighting or other equipment shown to be demolished, the no. If these existing boxes are not shown to be demolished in electrical drawings then should be kept. Please be more specific on what electrical boxes you are referring to.
Mechanical - The existing overhead sprinkler piping needs to be modified in this area for system coverage. Reference sheet F-101, note F1. The existing overhead lighting needs to be disconnected and removed, including conductor and conduit. Reference sheet ED101, note 1. Provide any additional access panels per code.
Is there a Soil Boring Report available for the new building addition area so we will know what may be encountered during excavation work & if soil corrections will need to be considered?
Response: Yes, attached
There are metal panels mounted on the east wall and ceiling of the existing paint booth. I assume these will also need to be removed during the demolition work. Please confirm.
Response: Yes, demolish metal panels, patch/repair substrate
Will the new systems such as the ductwork, storm drain piping, compressed air piping, Plumbing, Fire suppression, Electrical conduit, etc. need to be hung above or below the new gyp ceiling in the addition?
Response: Electrical conduit should be provided above ceiling.
There is no inside elevation view of EF-1 & EF-2 to determine how long the 32" round duct needs to be and how it is to be terminated. Can additional information be provided?
Response: EF-1, EF- 2 and EF-6 are government furnished, with installation, including ductwork and duct connections, by Midway Industrial Systems
On the supply duct for MAU-3 there is just a circle shown where the SD-2 grilles are shown, are these to be side wall as shown on the MAU-2 duct? Please verify.
Response: The installation of sidewall supply grilles for MAU-3 is acceptable with ductwork below gyp ceiling
General Note 7 on Sheet A130 references terrazzo. Please confirm there is no terrazzo flooring on this project.
Response: No terrazzo flooring in the project. Omit Finishes General Notes 4 & 7.
On sheet A130. Please confirm floor type SLR-1 is referencing a sealed concrete finish.
Response: SLR-1 = Sealed concrete WM-1 = walk-off mat See Section 12 48 13-ENTRANCE FLOOR MATS AND FRAMES
Are these compressors fixed speed or variable?
Response: They are variable-speed rotary screw air compressors. They will be Government Furnished and installed through a different contract because this is user equipment and funded differently.
They are both tied to the same tank but have two different max pressure ratings. This makes very little sense to me. I would assume that two compressors tied to the same tank would provide the same pressure to the system.
Response: All these will be government furnished, but the equipment installation will be done under a different contract. The piping and electricity (utilities) to the equipment will be part of this contract.
The schedule shows a 40 HP compressor that makes 20 CFM. is the CFM rating correct or is the HP rating correct? they definitely cant both be correct seeing as a 40 HP compressor makes approximately 200 CFM Response: 40HP should be between 190-200 CFM @ 100psig or 175-190 cfm @ 115 psig. Equipment is not required to be furnished by contractor under this project.
If both compressors are tied to the same tank is there an expectation that that both units controllers will be tied together in order to react as one compressor and lead/lag/alternate/provide air.
Response: Equipment is not required to be furnished by contractor under this project.
With the make and model info blacked out and a spec that is written with a lot of general statements it very difficult to tell what exactly we are supposed to be quoting in which configuration. Is there any way we can get this info revealed for the sake of guidance as to what to quote?
