ANSWERS TO CONTRACTOR QUESTIONS/COMMENTS:

1. The following came from the flexible lifeline project manager related to specification section 11 9100 Fall Protection System: We need to get clarification on the following section of the specification.

2.02 System Design

A.) The Fall Arrest Systems shall be designed to fully protect the user at all times while in the area of potential fall hazard. The Fall Arrest Systems shall be rated for four (4) simultaneous users.

B.) Deceleration Device: Provide four (4) appropriate length self-retracting lifelines that meet or exceed applicable standards of ANSI Z 359.1 and OSHA 1926.104.

C.) Harnesses: Provide four (4) full body harnesses with single back D-ring that meet or exceed applicable standards of ANSI Z 359.1 and OSHA 1926.104.

Response: These are statements from the Specification. It is not clear what your question is.

2. Specification section 01 3515 LEED Certification para, 3.02 says an electronic LEED document submittal service is not required and then goes on to say it is required. The LEED submittal services listed are both no longer in business. Please clarify.

Submittal Exchange service can log and track all LEED related submittals but do not automatically upload to the USGBC.

Response: Paragraph 3.02 is deleted from the specification in this addendum.

General submittal requirements are covered in Section 01 3000.

3. Section 01 6116 VOC content restriction – review paint products used for metal ductwork and exposed ceiling members (bar joist & metal decking). These items have been problematic in the past with low VOC coatings. Please consider making all exposed ductwork “paint grip” finish. This will aid in paint adhesion greatly.

Response: This will be reviewed and answered in Addendum 02.

4. Define limits & location of temporary fence & gates. Notes on sheet C7.40 describe magnetic locking and refer to electrical specifications. There does not appear to be any information in the electrical specification for these locks. Please provide information and details for these locks. There are no gates shown in the one location of new security fence on sheet C5.00 Response: For temporary fencing, see Section 01 5000, 1.06. There are no gates required in the permanent fencing shown on C5.00. The fencing notes have been revised to remove references to gates. Refer to revised Drawing sheet C7.40 this Addendum.

5. Detail 4/C7.30 describes a bid option of heavy duty pavement. This is not listed as a bid option in the specification. Please confirm.

Response: This is not a Bid Option. Refer to revised Drawing sheet C7.30 this

Addendum.

6. Section 01 9113 General Commissioning Requirements – who engages and pays for the commissioning agent?

Response: The Government.

7. Please review detail 3/S4.01. The notes appear to be wrong. We will need the size of the channel iron jamb, there are 4 different MC 18 available.

Response: Refer to revised Detail 3/S4.01 this Addendum. Channels at Jamb of

Mega Door shall be MC18x42.7 TYP.

8. Detail 1/S4.03 shows L6x6x1/2 continuous angle. Confirm this is by the precast supplier and not part of the misc. metal package. What is meant by “un-factored loads” on this same detail? This also occurs on 5/S4.02. Confirm there is no additional engineering required for this item.

Response: Yes. The L6x6x1/2 continuous angle shall be designed, detailed, and provided by precast supplier as part of their work scope to support the roof joists to the precast wall panels. “un-factored design loads” means service loads.

9. What is the height for the wire mesh partitions for bid option #3?

Response: full height to structure. Refer to building section 1/A3.12.

10. Please define the size and verbiage for the exterior signage.

Response: Refer to Drawing sheet A9.02, Detail 2.

11. Door 121.2 is listed as type OH-3 (sectional door no windows) but details 13 and 14 on sheet A/8.02 show it as a coiling door. Which door type is wanted?

Response: Door is OH-3. Detail callout is revised this addendum

12. Doors 137.3 and 140.5 is listed as type OH-1 (coiling door) but detail 10 and 11 on sheet

A/8.02 shows is as sectional. Can you please confirm that it should be detail 13 and 14 on sheet A/8.02? I need to know exactly how the fire door is mounted and type of wall it is mounting to per NFPA 80.

Response: Detail references updated this Addendum. These doors are in precast walls.

13. According to NFPA 80 5.2.3.1 testing of fire doors after installation is to be performed by a qualified person with knowledge which is defined in paragraph 3.3.96 as a person who, by possession of a recognized degree, certificate, professional standing, or skill. Since there is no degree program available, either certificate, professional standing, or skill left. What requirement will be used for this project?

Response: Testing of doors after installation is not specifically called for in the specifications.

14. Section 08 3323 paragraph 3.02 line G and H states, Complete wiring from disconnect to unit components and Complete wiring from fire alarm system. To clarify; on site electrician will run high voltage to the electric openers and the door company is to run all low voltage to controls and safeties? Also clarify, the door company is only responsible to run low voltage from release box to opener and signal wiring from alarm panel to release box is performed by the fire alarm company? As Carpenters Local 361 with Power Limiting Technicians license are able to perform this work?

Response: Drawing E2.21 Electrical Power Plan indicates wiring connections to COFD (Coiling Overhead Fire Doors), disconnects, and control stations. Smoke detection and connections to COFD to fire alarm system are added in this Addendum.

The Consultant does not determine which subcontractors are responsible for portions of the work. The Contractor is responsible for coordination with subcontractors.

15. Section 083613 paragraph 3.03 line E states, Coordinate installation of electrical service.

Complete power and control wiring from disconnect to unit components. To clarify, on site electrician will run high voltage to the electric openers and the door company is to run all low voltage to controls and safeties? As Carpenters Local 361 with Power Limiting Technicians license are able to perform this work?

Response: Drawing E2.21 Electrical Power Plan indicates wiring connections to SOHD (Sectional Overhead Doors), disconnects, and control stations. The Consultant does not determine which subcontractors are responsible for portions of the work. The Contractor is responsible for coordination with subcontractors.

16. Coarse aggregate required gradation.

a. In the spec 32 1311-2.3.B.3.a, the coarse aggregate used in the concrete mix is called to consist of a combination of ASTM C33 sizes #4 (1.5”) and #67 (3/4”).

b. The local concrete aggregates in our area have been manufactured to meet a MnDOT spec which are ASTM C33 size #67 (3/4”) and MnDOT CA-3.

c. The difference between the #4 and CA-30 sizes is that although they are both 1.5” nominal top size aggregates, the #4 gradation requires almost all particles to be 3/4” or bigger while the CA-3 size gradation allows for a portion of the sample to be as small as 3/8”.

d. Since the MnANG spec also requires the combination of all the aggregates in the concrete mix (to include the sand and the two coarse aggregate sizes) to meet the combined aggregate gradation requirements of section 32 1311-2.3.A.3, would it be acceptable to use the locally available MnDOT coarse aggregate as long as the combined aggregate gradation meets the MnANG specifications as written?

I only ask this question and request to use the locally available materials because of the small quantity that this project needs. Based on the plans I’ve viewed; this project only requires about 215 cubic yards of airfield pavement.

Response: Use of the locally available material MnDOT CA-3 is acceptable provided the combined aggregate gradation meets the requirements of Section 32 1311-2.3.A.3.

17. Fly ash specification.

a. Spec 32 1311-2.2.C.1.a. details the required fly ash characteristics. The only Class F fly ash that is used in the Duluth market is commonly referred to as “Coal Creek” and is sourced from Headwaters Resources in Underwood, ND.

b. Up until about 18 months ago, the Coal Creek fly ash met all requirements in this spec. Since then, the total equivalent alkali content of the Coal Creek fly ash has increased to 4.5-5.5%., which is higher than the specified 3.0% maximum.

c. In order to reduce the chance of alkali-silica reactivity expansion in the concrete (ASR), fly ash is necessary to be used in the concrete mix.

d. The alternate option to using a Class F fly ash would be to use no fly ash and instead use a very expensive Lithium Nitrate admixture to mitigate the ASR expansion.

e. Our question on this topic is, could the Coal Creek fly ash be used as long as the preconstruction testing shows that the ASR expansion of the aggregates is less than the requirements in the MnANG spec section 32 1311-2.3.A.2?

I only ask this question and request to use the locally available materials because of the small quantity that this project needs. Based on the plans I’ve viewed, this project only requires about 215 cubic yards of airfield pavement

Response: Use of the locally available Coal Creek fly ash is acceptable provided preconstruction testing results show that the ASR expansion of the aggregates is less than the requirements stated in Specification Section 32 1311-2.3.A.2

18: Please verify the fire rating on the plastic lockers required for this project.

Response: this will be reviewed and answered in Addendum 02.

e. Revise Keyed Sheet Note 3 to include elevations of the hose connections. Include duct offset in chase.

f. Revise supply airflow into Storage Room 126 from 500 cfm to 550 cfm.

g. Revise supply airflow from Certification Bay displacement diffusers from 800 cfm to

700 cfm.

a. At 140 Certification Bay, two COFD Coiling Overhead Fire Doors:

1. Provide wall mounted smoke detectors on both sides of each door opening, above doors. Connect to addressable fire alarm system.

2. Provide fire alarm connection to door controller to release door for closure upon activation of associated smoke detector(s).
