What are the procedures to turnin the RFP on the 21st of March to get on base?

General Contractors needs to email the following by 14:00 17 March 2011 to gain access for dropping off proposals in person. Company name, employee’s name and title, drivers license number and the time that they will be at the base.

What is the Period of Performance for the Bldg 1033 Project?

Fed Biz ops change on 24‐FEB references a change in due date. Is it the bid date that is changing?

No, the questionnaire form had the wrong date

The finish schedule, sheet A‐611, calls out for room 115 to have an epoxy coated floor. I can’t seem to find anything in the specs on this material, also what is to be done with the existing floor?? Is there a material that needs to be removed?

The epoxy flooring is referenced in spec section 09 90 00 paragraph 3.13.2.A. The existing concrete flooring is to be prepared according to the epoxy manufacturer's installation instructions.

Sheet A‐101, note 2. Calls out for a 1hr fire rated wall from the CMU to the deck. Where is the detail for this showing how many sheets of GWB will be needed on each side and the width of the wall?

The note indicates that the one hour fire barrier is for the height of the existing CMU portion of the wall. Reference General Note #2 and note on plan A‐101 that states "One hour fire barrier shall be maintained to the top of the existing CMU". This note does not indicate a one hour fire rated wall from the CMU to the deck. Date of signed/sealed drawings is January 12, 2011.

Would the government allow roof mounted HVAC equipment, the new UPS project at this building has some equipment on the roof?

The HVAC units are to be relocated to the roof, see A‐103 and M‐201.

Is there natural gas available in this area and would gas fired equipment be acceptable?

Gas heat is required and gas is available.

Does each of the office areas require individual t‐stat control ? The current system appears to have a VAV box for each office area?

Each office area does not require individual t‐stat control.

Will exposed duct be allowed in the server room?

All ceiling except for the Mechanical Room have drop ceilings. No room is call out as the server room, however there is a comm closet (with a drop ceiling).

If we have government evaluations for task order projects, do we still need to provide a questionnaire? If not, do you want a copy of the CCASS evolution included in the proposal or is this something that you can look up and obtain yourself?

Yes, Questionnaires and CCASS will be evaluated.

How are we to acknowledge Amendment 1?

Acknowledged on SF1442 which is required.

On page 17 of the Solicitation document paragraph 1.6.1‐Please provide specifics the government is looking for in this request.

A proposal that is orderly and sufficiently documented will enable the Government to easily understand and perform a thorough and fair evaluation.

If you are talking about references for Exhibit E then they are supposed to be sent by the customer or users.

Can we change the bid date?

No

Fire Alarm and Mass Notifications Control Unit: May the Fire Alarm and Mass Notification Units be made by different manufactures as long as they are integrated and fully compliant with Combined system Critical in UFC 4‐021‐01 and other listed project standards?

Per UFC 4‐021‐01, Section 4‐3.2.2, a combined system may include an ACU and FACP supplied from different manufacturers or placed in separate equipment

The specifications make reference to the utilization of a Supervisor with a NICET level 3 certification. The State of Oklahoma doesn't require NICET certification for State Incensing pertaining to the design or installations of Fire Alarm or Mass Notification Systems. While the UFC does make reference to a minimum of NICET 3 for design I don't believe there is any such reference to the installation or supervision of the system. Will compliance with State of Oklahoma Licensing Laws and stated years of experience requirements be acceptable in lieu of

NICET?

No. Contractor shall follow the qualification requirements for installation supervisor in accordance with the specifications.

Please confirm the type of Monaco Receiver currently installed and whether or not the building transceiver should be configured for receipt of Mass Notification communications from the Base Receiver?

Provide a new Monaco transmitter in accordance with the specifications. The transmitter is not required to be configured for receipt of mass notification messages from the existing base‐wide mass notification system.

ON SHEET M‐802 the engineer shows a elect. Meter with a pulse output being tied into the building 1007 DDC system. Under the utility metering project, the base put in Veris H8437VB power meters on a dozen buildings and tied them into the base's Johnson Control Meta‐system.

The Veris meters provide quite a bit more information than what the engineer is currently showing on sheet M‐802. On the Building 1033 project should a Veris H8437VB meter be provide and integrated into the base's Johnson Control Meta‐system?

Yes, the government wants the Veris meter system.

Why is it asking for a 5 million dollar General Liability on the Roof Sub‐contractor?

Government changes this requirement from 5 million to 2 million.

In mechanical room #110/new location shown for mdp/ to install electrical equipment as shown the concrete needs to be cut out to relocate power to the NEW MDP location and then repairs of the floor need to be made. It shows the boiler being moved out and not replaced why not put the transform there on the east wall and leave the new MDP where the old one was and the new panels where the old ones were and feed the power over head?

The contractor may rearrange the equipment locations per the RFI to save cost as long as all required clearances are met at no additional cost to the Government.

Can the old fire alarm panel be removed when the job starts and turned over the government and not wait on the new one to show up?

The existing fire alarm control panel is permitted to be removed and returned to the government prior to the delivery and installation of the new combination fire alarm/mass notification control panel.

In a response to the requirements on the 1hr rated wall, you stated that the drawings described the wall going to the top of the CMU only, and not to the deck. How would this even be a fire rated wall, when the fire would simply travel over the top of the described wall and spread thru the offices? It was my understanding and a common practice that in order for a wall to provide a fire rating it would have to be sealed all the way to the deck to prevent spreading and allow the sprinkler system time to subdue the situation. If the intention is to put a partition wall to the height of the masonry wall and call it a fire rated wall then that’s what I will bid, please clarify once more?

The administrative areas and high bay area of Building 1033 are required to be separated by one‐hour fire rated construction per UFC 3‐600‐01, Section 6‐11.5. This separation is considered an occupancy separation and therefore is required to be constructed as a fire barrier (not fire wall or fire partition) per IBC Sections 508.4.4 and 707. Although Building 1033 contains multiple roof elevations, the requirements for fire barrier continuity per IBC Section 707.5 are met by the occupancy separation continuing from the floor to the underside of the lower roof of the administrative area and not to the underside of the high bay roof. The requirements for this occupancy separation to be rated above the level of the lower roof are only relevant if the separation is required to be constructed as a fire wall per IBC Section 706. This code interpretation has been confirmed with ICC.

Sheet E104 Detail 2 indicates that we use 3/4" conduit. The specification section 27 2.1.3 indicates 1". Which is correct?

Use 1" conduit as indicated in the specifications.

A‐601 D2 calls for motorized sectional doors and in remarks same page #2 calls insulated and coiling. Which door is it?

The overhead doors shall match the existing type: sectional doors, and shall be insulated.

I asked the question "If we have government evaluations for task order projects, do we still need to provide a questionnaire? If not, do you want a copy of the CCASS evolution included in the proposal or is this something that you can look up and obtain yourself?", the government response was

"yes"……Could you please clarify

Yes, Questionnaires are required from your clients accordingly to 2.2.3. and 2.2.3.1 of the solicitation.

You are not required to submit from CCASS for the RFP, we will pull the CCASS ourselves.

For past performance, is contracting more interested in the history of the personnel or the companies?

Please refer to 2.2.1.1 of the solicitation

More so, if the proposer is a team of designers and builders, which is most important?

Please refer to 2.2.1 of the solicitation

Why is the electronic completion form of the relevancy questionnaire not in Fill able format?

Please send your clients the word format (Exhibit A‐D F and G) for ease of filling out the form

When exactly is the bid due date?

Please refer to the solicitation on page 1

Architectural drawing A‐103 (Roof Plan) notes #4 indicates “NEW ROOF DRAINS, shall be replaced with similar". The plumbing drawings (P‐101, P‐102 & P‐401) do not indicate anything about new roof drains. Are new roof drains required? If so, will a roof drain product be specified, or is the mechanical sub‐contractor to do as note #4 on drawing A‐103 says and provide new roofs drains similar to the existing ones? If the drains are in fact to be replaced, is the existing roof drain piping and pipe insulation to be used as is, or is new piping and thermal insulation required as well?

The roof drain body and dome shall be replaced with similar. New body and dome shall be attached to existing piping.

The details on drawing A‐501 indicate aluminum fasica support angle and then just "pre‐finished" metal fascia. No metal type, gauge or profile (i.e. aluminum or steel) is called out for the balance of the canopy materials, guy rods, etc.. Is an aluminum pre‐manufactured canopy (constructed to the width, length, etc. dimensions indicated on the project bid drawings) with a factory powder coated painted finish acceptable? The canopy manufacturer will provide stamped shop drawings certifying their canopy structural design, signed by their licensed Structural Engineer per Note #1 on drawing A‐

201 ‐ but no structural analysis on the existing precast concrete wall panels that the canopies will attach to.

Reference Specifications Section 10 53 00: Awnings

Architectural demolition drawing AD‐102 ‐‐ Note #5 indicates existing door frame for door #112 is to remain. The door schedule on drawing A‐601 calls for a new F1 hollow metal door frame ‐‐ and with a

2" head?? Please clarify if existing door frame is to remain or be replaced with a new one. If a new one is required, a 4" head would be required to match up to the existing concrete block coursing.

Existing frame for door #112 shall remain.

Door Schedule on drawing A‐601 calls for ALL new replacement interior wood personnel doors to be type D1 with new wire glass in them. Should new door for the new uni‐sex bathroom door #111 be a flush door (i.e. no glass)?

The door for Room 112 shall contain no glazing.

Sheet F‐102 note # 5 refers to Racks is there a layout as to what the racks will be? A number of how many racks? A dimension as to how long the racks will be. This will be relative to designing the fire protection system.

The racks referenced on sheet F‐102, note #5 are existing to remain. Coordinate with contracting officer for dimensions.

Will there be any audio video associated with the project?

No

On sheet M‐601 mechanical schedule refers to use of thermostats for the new split systems, sheet M‐802 references to a DDC system located in Building 1007. Is the intent to have a new DDC system installed in Building 1033? Are the new HVAC systems to have stand alone thermostats?

Provide DDC controls as indicated on sheet M‐802. DDC controls shall be compatible with the existing base wide DDC system and connected to the main DDC system in building 1007.

Spec page 19 A states demo shall be in accordance with section 02220. This section is not included in the specification book.

Page 24 Are we required to have mfg rep and roof consultant and a quality control furnished by roofing subcontractor as stated inspection 3.12? 3 different individuals?

The registered roof consultant and factory technical service representative can be one in the same individual. This individual is to liaison with the contractors’ quality assurance program and quality control person.

Page 14 a.3 Nominal thickness of system shall provide total R value of16.88.

Existing roof has 4" of insulation. Will the roof drains have to be reworked to meet the reduced insulation thickness?

The roof drain body and dome shall be replaced with similar. New body and dome shall be attached to existing piping. Elevation of roof drains shall be such as to provide proper drainage of the catchment area.

Can I set up another site visit?

No, site visits are closed

Is there existing information available on the existing water line (where the new fire line into the building will connect to) ‐ what the existing GPM flow and psi pressure is. This is needed for the fire sprinkler sub‐contractors to complete their hydraulic design calculations and new sprinkler system pricing.

Hydrant flow information is provided on sheet F‐102 and specification section 21 13 13.00 10, paragraph

1.2.1.2 of the bid documents. Also per paragraph 1.2.1.2, contractor is responsible for performing their own water supply test prior to system design to verify the water supply.

Are all of the preconstruction submittals, SD‐01, required upon submittal of seed project bid and proposal response? Are Surety Bonds required in the proposal response? Will this information be due on the proposal response date?

The information in SD‐01, to include Surety Bonds (Bid, Performance, and Payment), is not required until after award of the Task Order.

What type of finish hardware are we reusing on doors 102A,111,113,115E?

Contractor shall field verify existing hardware prior to ordering replacement doors.

Only one of the updates that have been posted to FedBizOpps is actually named as an amendment to the original solicitation. Are any of the other updates/posts considered to be amendments? If so, which ones?

Only the amendments on FBO are required.

Also, do all amendments need to be acknowledged on both the 1442, as required, and the updated Exhibit E form?

Acknowledged on SF1442 which is required.

Sheet E‐601 Detail 2 indicates a New Digital Electric Meter. It also appears on M‐802. Who is to supply this meter, the contractor or the owner?

The meter shall be provided by the contractor.

What is the roof slope? Is there a min‐max slope requirement?

Specifications section 07 51 00, 2.7.2, paragraph c.

Paragraph 2.3 states one 4' x 6' flat panel exterior sign is to be provided with one 18" diameter insignia on it and text lettering. Is the insignia the one attached to this RFI? If so, what does the lettering of the four words around the bottom say ‐‐ the copy with the bid documents is not readable.

What is the other lettering to be put on the sign? Where is the sign to be installed?

3/A‐201 for the location of the sign. Coordinate final image and text for the sign with OKANG

Contracting Officer after award.

he specifications section 09 90 00 section 1.3.2 states the painting subcontractor/applicator is required to have an SSPC certification. There is only one company in the state of Oklahoma with a

SSPC certification and this company does not provide the onsite coating needed for this project. Can this specification requirement be removed?

The above referenced specification section can be removed.
