RFI #2 Dated 28 Jul 2017

PPI’s

1. Please confirm the requirement that the modular facility must meet UFC 1-200-01: General Building

Requirements. This UFC essentially incorporates all other UFC’s by reference. The UFC is a guide. Contractor is to assemble a temporary facility, not LEED certified, that is most economical and meets the needs of the government.

The intent is to provide a typical office trailer that meets UFC, IBC and local code per manufacturer, commercial off the shelf trailer with some tailoring as necessary.

Roofing

2. If UFC 1-200-01 is a project requirement, please confirm that the minimum slope of the roof system shall be

1/2”:12 per UFC 3-110-03 section 2-3.1. Yes

3. If UFC 1-200-01 is a project requirement, please confirm that if an EPDM membrane is chosen, the minimum thickness of the EPDM membrane shall be 90 Mils in accordance with UFC 3-110-03 section 2-8.3. 45 Mils is fine

4. IF UFC 1-200-01 is a project requirement, please confirm if the roof deck system must be either steel or concrete in accordance with UFC 3-110-03 section 2-4.2.3. Or is it the AF position that neither steel nor structural concrete fulfill would fulfill the specific functional requirements? Roof decking and frame should be of wood.

5. If a steel roof deck is required in accordance with question 5, please confirm that (2) layers of insulation are required in accordance with UFC 3-110-03 section 2-4.2.1. Please also confirm that plywood sheathing may not be in direct contact with the steel deck in accordance with UFC 3-110-03 section 2-4.2.1. N/a

Electrical

6. Please confirm if a lightning protection system is required for the structure (not the IT system) in accordance with

UFC 3-575-01. If it is required to what extent would this be required i.e. air terminals, a TVSS, etc. If an LPS is required will it be necessary to have an independent 3rd party inspector certify the LPS in accordance with AFI 32-

1065? No LPS required due to the height of the hangars. However surge protection is required UFC UFC 3-575-01 section 3-4.1.2

7. If UFC 1-200-01 is a project requirement, Please confirm that all electrical receptacles shall be specification grade

120v, 20 Amp, receptacles in accordance with UFC 3-520-01 section 3-6.1.2. Yes

8. If UFC 1-200-01 is a project requirement, please confirm that all electrical raceways must be in chosen and specified to be in accordance with table 2-1 of UFC 3-520-01. Yes Surge Protection Device (SPD)

9. Can MC Cable be utilized to energize the lighting fixtures above ceiling? This is not allowed per table 2-1 of

UFC 3-520-01 but is the most common method of powering lighting in modular buildings and is allowed per NFPA

70 (NEC). Yes

10. It is possible to energize a single phase structure with 3-phase power (however the mechanical equipment would be less efficient. Please confirm it is the intent of the RFP that both the structure, and the mechanical equipment that the structure is utilizing is to be 120/208v 3-phase power and not 120/240v single phase power. It is to be 120/208v

3-phase power

HVAC

11. If UFC 1-200-01 is a project requirement, will a Dedicated Outside Air System (DOAS) be required in accordance with UFC 3-410-01 section 3-2? According to this UFC any Air Force Project that has a total outdoor air requirement that exceeds 1,000 CFM’s this is mandatory. This is very expensive and is not common utilizing modular construction. We are not requiring this

12. Please confirm if an economizer for the HVAC unit will be required on this project in accordance with UFC 3-

410-01 section 3-6.3. If this is required, please confirm that an Air economizer is acceptable in contradiction to this same section as project location is in climate zone 4a. No

13. Please confirm if Hot-Gas reheat will be required on the HVAC units, if so please confirm the requirement for an Energy Recovery Ventilator in accordance with UFC 3-410-01 section 3-6.2. No

14. Will this HVAC system require testing and balancing? No. Use typical manufacturer settings 15. Please confirm the required air filtration for this structure. Is the structure to have MERV 8 prefilters and MERV 13 final filtration per UFC 3-410-01 section B-4? Standard wall mount HVAC systems typically have only the MERV 8 pre-filter.

However MERV 13 is achievable. Please go with MERV 8

16. Should ASHRAE 62.1 be used when calculating the amount of ventilation required for this structure? Use at contractor’s discretion. Not a mandate.

17. Please clarify if DDC controls are required on this project is there any BACnet requirements? No

18. Is there any DALT requirements on this project per UFC 3-410-01 section 5-2.21. No

19. Please confirm that fiberglass ductwork is not acceptable per UFC 3-410-01 section 4-2.6.4. Fiberglass ductwork is not acceptable

20. Please confirm that flexible duct shall be limited to lengths of no greater than 5’ per UFC 3-410-01 section 4-

2.6.5. Confirmed

21. Please confirm that it is acceptable to have HVAC condensate drip to grade. Yes

22. Typical wall mounted HVAC units utilizing electric resistant heating or are heat pumps. Due to the project location, heat pumps may not be the best choice as they typically do not perform well in colder climates. Please confirm if electric resistance heating is acceptable, see UFC 3-410-01 section 3-6.6.2. Electric resistance heating is acceptable

23. Please provide a comprehensive list of all testing and inspections as applicable that will be required for the

HVAC system. Punch list to ensure the HVAC system heats and cools properly per manufacturer.

24. Please confirm that the HVAC system shall be fully ducted (both supply and return). Yes

Site

25. Please confirm that a storm water pollution protection system is not required on this project. Not required

26. Can the exterior door locations be modified? Currently it appears as drawn the layout would violate NFPA 101 regarding separation of exits as we would need ~38’ and currently it appears we only have 36’… Yes

27. From attachment 1, it appears that a sidewalk is being added… please clarify if this is the case, and if so, is this work included in this contract? No sidewalk is to be added. Trailer is to be located in close proximity to existing sidewalk

28. Please confirm that since this is a temporary structure a temporary foundation system may be supplied, and underground concrete footings are not going to be required. This is correct

Design Requirements

29. Will a life safety plan be required with the design submittal? No

30. Will UFGS specifications be required to be tailored by the awarded contractor for this project utilizing Specs

Intact or other such program? No. Just submit cut sheets and submittals on an AF Form 3000

31. Please provide a comprehensive list of special inspections that would be required for this project; i.e. welding inspections, MEP inspections, etc. Chapter 17 of the IBC exempts manufactured products (as a modular building is) from many of these inspections however UFC 1-200-01 removes this exemption and adds more requirements.

Please be very specific on this requirement if any is expected. Is it the responsibility of the DoR to develop a statement of special inspections required for this work? Would a standard factory QC plan suffice, as many of the inspections called for in chapter 17 of the IBC are not routinely done. Inspections: This will be more of a punch list to ensure HVAC is functioning per manufacturer, Electrical – ensure receptacles work, inside and outside panel, lights, and ensure plumbing works

32. The SOW states that the modular building shall be in compliance with UFC 1-200-02. Section 4-2.1 of this

UFC states that the contractor must utilize an AF scoresheet located at: http://www.wbdg.org/ffc/af-afcec/policies-and-guidance-af-design-and-construction . This score sheet seems to indicate a LEED rating would be required on this structure. Is this a LEED project? If it is what is the level required? Would this be LEED certified or is the

Government just trying to achieve the necessary points to be “certifiable”? No LEED required for this project

33. WIll any “compliance checklist” be required to be submitted by the contractor for this project per question 32.

N/a

34. Please verify that since this construction contract will be less than $3M that no Third Party Certification is required per UFC 1-200-02 section 4-3.2. No TPC for this project

35. Does any of the guidelines outlined in UFC 1-200-02 section 5-2 apply to this project? N/a to you

36. Will an IAQ plan be required for this project per UFC 1-200-02 section 2-5.3.3. If so, how comprehensive should it be, and will this include during the actual construction of the modular building at our manufacturing plant?

No

37. UFC 1-200-02 section 2-6.1.1 is very confusing as it pertains to RCRA 6002 which contractors are supposed to meet. This states:

http://www.wbdg.org/ffc/af-afcec/policies-and-guidance-af-design-and-construction http://www.wbdg.org/ffc/af-afcec/policies-and-guidance-af-design-and-construction

§6002: Recycling and Procurement

Federal agencies must develop a procurement program to purchase recycled products to the maximum extent practicable and must recycle their wastes. Procurement programs, at a minimum, must include:

a recovered materials preference program, promotion of their preference program, estimates of total percentage of recovered material in performance of a contract, and an annual review and monitoring of the procurement program.

In the case of paper products, the maximum use of postconsumer-recovered materials is required.

Please provide what, if any requirements that the contractor will be expected to provide the Government as it pertains to this section.

- Provide a list of HAZMATs to be used or stored on site, e.g. fuel, paint etc.

38. What, if any, recycling program is the contractor expected to follow (sorting construction waste, etc.) Recycle when possible. Because you are not producing construction debris do to demolition, anything you recycle does not have to be reported to the base environmental management office (EMO)

39. The SOW section 3.1.5 states no metering is required, however UFC 1-200-02 section 3-3.3 states just the opposite. Which is correct? Metering will come from building 1110. No extra metering is required.

40. How should the contractor measure the water reduction requirements of UFC 1-200-02 if metering is not required? No

Should the contractor install low flow water fixtures in the modular building? No

41. Does the Government desire wood products that are NAUF certified for plywood sheathing, doors, etc. Yes

42. Should Low VOC adhesives and products be used in the modular structure? Yes

How will this be verified during the design process? Via the submittal process

Does the Government intend to approve all items via a submittal process? Yes

43. Please provide a submittal register as it pertains to what the Government intends to want to review and/or approve for this structure if UFGS specifications do not need to be provided by the contractor. The government will review whatever you submit. For example at minimum the government expects to see cut sheets on the doors, HVAC equipment, lighting fixtures, ceiling tile, floor tile, plumbing fixtures, electrical breakers, stairs/platform, and windows.

44. Typically, organic material should be scraped (i.e. grass), should be scraped off the intended location of the modular building pad, so as to prevent decomposition of the organic material under the structure. Is it the

Government intent that the contractor provide this service as part of the contract, or is this not a contract requirement? Yes, this is site preparation

45. Will the contractor have to provide sod and/or seed the site either after the modular building is installed, or after the modular building is removed from site? Yes

46. The 90 day POP may not be realistic as it will include the 30 days of Government review (per the pre-proposal conference) on the two submissions as well as the actual design time… this may leave the contractor with less than

30 days to construct the units and install the units… Please consider extending the POP. Allow for 180 days

47. Will hollow core interior doors be acceptable or are solid core doors required? Hollow core doors are acceptable

48. What, if any STC ratings should be designed for on interior office walls? 35

49. Will any task lighting be provided for the systems furniture, which is NIC? No

50. Please verify that lighting levels should be designed to the standards defined in UFC 3-530-01. Yes, please provide typical lighting levels for an office space.

51. Will a site lighting analysis be required in order to insure compliance with NFPA 101? No

52. Will gutters and downspouts be required for this project? Yes

53. If gutters and downspouts are required, can they drain at grade or is there a requirement that the storm water be diverted elsewhere? Drain at grade

54. Is there a requirement for Static Dissipative Tile in the comm closet? No

55. The Comm closet is not shown on the floorplan, is there a particular area where this would need to be placed?

Comm closet/ Mechanical room to be located at the rear of the facility, bldg 1110 side, to minimize utility runs

56. It is unclear if every area described in the SOW will be able to fit in the structure due to the need for circulation.

Can we assume that relatively minor changes will be acceptable to the Government once the structure has been fully designed? For instance, the structure is called out as a 48’ x 60’ building. Modular buildings typically are provided in ~11’8” sections as opposed to “true” 12’ sections due to the fact that once a structure is 12’ wide, it significantly increases shipping costs as it would be considered an oversized load. Should the contractor plan for this standard deviation or should “true” 12’ wide units be provided with the increase in costs associated with it? Plan for to use

11’8” trailers

57. The SOW states (section 2.4.1) that the contractor should provide “metal skirt” should be supplied. Typically, modular building skirting is provided to match the structure. Is the contractor to insinuate from this that the modular building siding should be metal? No
